Good evening Mr. Hood. I hope this note finds you well.

I find it perplexing that we are engaging in this line of discussion. Whether our previous interaction occurred in a formal session is, in my view, irrelevant to my original post. My concern centered on your characterization of me as "irrelevant." I have never resorted to disparaging language toward those with whom I disagree. My intention was solely to clarify the procedures regarding the taking of minutes in accordance with Robert's Rules of Order and the Republican Party Rules of Organization. Your narrative included inaccuracies that I felt needed addressing. I trust that my insights on these rules were beneficial.

Under Robert’s Rules of Order, which governs the North Carolina Republican Party and most similar organizations, a secretary does not have to record anything discussed during a recess.
In fact, official minutes are a record of what was done (actions and motions), not what was said. Here is a breakdown of why recess discussions typically do not belong in the minutes:
• Nature of a Recess: A recess is a short break within a meeting where business is legally suspended. Because the meeting is not "in session," no official business can be transacted, and the Secretary's duty to record the proceedings is also suspended.
• Recording Actions vs. Discussions: The primary purpose of minutes is to provide a permanent record of the motions made and the votes taken. Robert's Rules specifically recommend against including summaries of debates or casual conversations, especially those occurring outside the formal session.
• The Secretary's Authority: A Secretary should refuse requests to include informal discussions or "recess talk" in the official record. The minutes should only reflect the time the recess began and the time the meeting was called back to order.
Relevance in This Context:
The article describes allegations of "secrets," "false pretenses," and "dictatorial" behavior within Beaufort County GOP leadership. In such high-conflict environments:
1. Transparency: While the Secretary does not record recess talk, they are legally required under the NCGOP Plan of Organization to keep "all minutes and records" and make them available to any registered Republican in the county upon request.
2. Accuracy: If a secretary tries to "rewrite history" by adding or omitting formal actions, members have the right to offer corrections before the minutes are approved at the next meeting.
Discussions during a "recess" are not recorded unless later introduced as a formal motion when the meeting resumes. Does the NCGOP Plan of Organization require recording recess talk? No.
The NCGOP Plan of Organization (Article II, Section A and Article III, Section B) simply says that the Secretary "shall keep all minutes and records." Because the Plan does not define what "minutes" are, it defaults to the definition in Robert’s Rules of Order (RONR), which we looked at earlier. Under RONR, "minutes" are strictly a record of actions, not discussions—and certainly not discussions during a recess.
Beaufort County Specifics
The 2025 Beaufort County GOP Plan of Organization (Article III, Section 3.1) mirrors the state rules:
"The Secretary shall keep all minutes and records... unless otherwise provided by the PC [Precinct Committee] or the CEC [County Executive Committee]."

This means:
1. Standard Rule: The Secretary should not include recess discussions.

I don't think it was a cruel thing to do to give away your last $5 MPC.

Unless my memory is failing me, in 1965 we did not have MPC.
We used the Vietnamese Piaster.
I just looked up images of the Piaster to include in this comment & noticed it is spelled "Piastre" on the bills themselves.
You learn something new day.
Or should that be every 55 years?

Thank you, Michael, for your kind remarks about my column. "Bunk" is an extraordinarily mild description compared to the venomous language that socialists, aka progressives and communists usually employ to critique them. I have interviewed many Baltic immigrants who are "adult" and I find their opinions more valid than the students you claim would laugh at the idea of Obama the Socialist. If you had read the article without bias you should deduce that it was meant as a warning to America which is headed down the same path as a desperate Europe. BTW Did you know that Marx was really just a layabout who lived off his parents? No wonder he found socialism so appealing. It's the perfect system for the OWS generation.

Don't think he is receiving a pension from Beaufort County he retired from the NCSHP so i would think that would be coming from the State of North Carolina. Unless Harry Meridith had 20 years of service with the BCSO he is not drawing a pension neither.

Hood, when you resigned from the BCGOP Executive Committee, according to Article 5.6.a, you forfeited all rights and privileges in any way connected with that position. I didn’t make the decision, the rules mandated it. Any elected official that will lie and mislead its citizens does not deserve a seat at the table. I know you don’t care how you hurt people, but they don’t deserve the harm and defamation you cause.

I know you would rather be right, but you are wrong again. Under Artice 5.4.a. If a Member of a Committee is convicted of a felony AFTER the election to such Committee organized under this Plan, the member will be removed without the need for any further action immediately effective upon such conviction. I think this is a very low attack on a lady that advocates everyday for the people and kids in her community. Shame on you for potentially harming her future.

As usual, you are a day late and a dollar short. You already know that I am not the Chair of the BCGOP. It was automatic resignation when a fellow Republican filed to run against me according to Article 6 Paragraph H in the BCGOP Plan of organization. You knew this since you used to be a member. Under Article 6.6, states, Any current or former officer or Member of a Precinct Committee or County Executive Committee who, for any reason, is removed or resigned from said position shall forfeit all rights and privileges in anyway connected with that position. When you attended a meeting you were given the floor to speak. Remember, you refused to let Representative Kidwell and myself to speak at your meeting. These are verifiable facts. You have reviewed the Plan of Organization for the past twenty some years. Please be truthful.
