Small cities rarely make headlines. Their struggles - fiscal mismanagement, leadership vacuums, the slow erosion of public trust - play out in school gymnasiums and wood-paneled council chambers, witnessed by a handful of residents and largely ignored by the world outside.

Why is the city manager in a town of less than 10,000 people being paid more than a US Senator, a US Congressman, the Governor, the state Attorney General, and the other members of the Council of State??????? That is just obscene and a taxpayer ripoff.

If a citizen points out a problem, whose job is it to make sure tht issue doesnt just fall into a blackhole. Sloppy govts open the door to corrupt govts.
In meeting minutes the transcripts constantly refer to STAFF said this or STAFF said that. Well who the hell is Mr Staff? Doesnt he have a name or title? I see it as an attempt to obfiscate so that no one can be held accountable.
Maybe I should ask a councilmember, but I have a feeling they wouldnt know the answers.
Why does it take a whole month to see meeting transcripts. Ya know this isnt the fifties. If there is not a monthly meeting, then it takes 2 months to see it. This is bad, lazy govt. But do they want to do better?

Ray did a good job explaining how local political parties work or dont work.
He explained some of the flaws and searched for a root to those things.
Now I wonder if he would care to attempt to explain to us how city govt in eastern NC work, or dont work. Where are the breakdowns? How can they be fixed. What is the job of the elected council? Do they represent us, or dictate to us, hide things from us so that govt is easier to manage? Whose job is it to fix it, other than the election process.
Please explain some of these Depts as shown on city webpages. For example, look at www.washingtonnc.gov
What is the job of all these people? Who is the boss of all thes
people? What is the chain of command? Are they all needed?
At the recent council meeting it was said that when the Planning Dept gets a Project going, they then hire a consultant to run it. Really? Who hires?

already leaning that way? I know Davis exposed Perreault for screaming at B.R. so loudly it could b heard through th walls. That would anger me too, but Perreault had already showed himself 2b an emotional hothead that needed exposing. What had Bobby done to hm? Dont forget that Tyre had already been ragging on BR from day 1. WHY? What was th conflict? The 2nd most painful thing i do is watch the Council meetings. The MOST painful thing I do is rewind & watch again the ramblings of some as they are making us read their minds and read between the lines, to understand what the hell they are getting at.

At this recent meeting, Perreault also express anger that Davis had supported a TX Christian college that had offered free service to City employees. He was also angry that Davis had reached out to ECU, BCCC, w/out getting permission from th whole Council.WHY? Cant a membr talk independently w other entities? Perreault says he is afraid employees will feel pressured by Christianity? What? R they so weak they cant control selves? Brabo has lost control of th meetings. She was being led like she had a nose ring. She should be giving Davis equal time, reminding others to control their emotions and think twice b4 speaking. Brabo stopped Davis from speaking on Perreault screaming at the CM, but allowed Perreault to continue his assault on Davis: who was demanding that Davis's home not be given Historical status because he is a sitting council member.

Looks like JDavis may need some advice from Hood on how to deal with govt meetings where 3 of those voting will ALWAYS automatically disagree with anything that Davis is For. The beatings will continue.

I still havent seen a public meeting vote to hire the new manager.

There have been and are B&B's in other residential neighborhoods, including East Main Street, West Main Street, and West Second Street. Why is Brabo's on North Market Street being treated any differently, other than Sadler's political vendetta?

Washingtonian, IMHO Tyre, who is the ringleader for the Sadler faction on the Council, made an effort to pit the two younger members of the taxpayer group against each other, found Perrault the more gullible, and has played him like a fiddle. I hope that there is someone out there who has influence with Perrault who can get through to him how Tyre is using him.

Make no mistake. Tyre's gambit to pit Davis and Perrault against each other is intended to politically destroy both of them. Perrault needs to wise up to what Tyre is up to. He is as much a target of Tyre's scheming as Davis is.

I like to think about Conspiracy theories. I find them entertaining.
So why has JDavis been targeted for erasure by a Washington group?
Is it because he "thinks out loud" and publishes what he's thinking?
Some people test drive their ideas in a public way, never expecting pple to adopt it--just asking them to think about it. Ppl shouldnt b treated like criminals for this.
Or is it because he is a religious man, wearing it on his sleeve?
A religious man is scary to Progressives. The whole thing sets their

I concur that the vote on budget / taxes will be Perrault's last chance to get right with the voters who put him in office. After that, his defection to the dark side of Washington politics will be the end of his political career. He still has a chance to save it, but it is getting down to the short rows. The Sadler machine is a corrupt tax and spend monstrosity. Does he really want to align with that?

Tyre was clever in promoting a personality split between Davis and Perrault, but Perrault ought to have the brains to figure out that he is being used.

I believe the Tax Cut Team members themselves, and the Beaufort County Conservative Club recognize and have come to terms with the Perrault treachery. Who knows about the Beaufort County GOP.

It is important to note when mentioning the county GOP just who you are talking about these days. In a normal party structure, you would be talking about the Executive Committee. In Beaufort County you are talking about the non-accountable Victory Committee which has set itself up as the de facto committee. The actual elected Executive Committee members have been relegated to the status of gophers, handymen, and stage props. For that huge reason alone the Beaufort County Republican Party should have absolutely zero credibility with the public. Their unaccounted for, actions in the latest municipal elections very likely cost Republicans one or maybe two seats on the Washington City Council. They took a vibrant grassroots movement they should have supported and managed it into a defeat. It's hard for me to decide if this is ego driven power mad incompetence or something way more ominous.

Perrault pulled the wool over the eyes of everyone; the other members of the Tax Cut Team, the county GOP, and the Conservative Club, all of whom backed him. Soon it may be too late for him to do a course correction and get back with the set of principles he promised the voters. It may already be too late, but the big issue is the budget and taxes. If he returns to his pledges to voters on that, and gets back on the conservative side, he may still have time to make things right with those who voted for him and supported him. If not, he is a totally lost soul. Tyre and the Sadler machine will use him and then toss him aside like yesterday's garbage.

Van Zant — The Beaufort County Republican Party has a serious reckoning coming. They helped put Perreault in that seat. Their Victory Committee fingerprints are reportedly all over this. And now the man they campaigned for is voting to strip a conservative council member of his committee assignments, cut off his microphone mid-meeting, and lead the city manager hire that may not have even followed proper procedure. At what point does the party apparatus take responsibility for what they helped build? You don't get to wash your hands of Perreault now. You brung him.

It didn't take long. It seems that Joe Davis meant his campaign rhetoric and he is being persecuted for it. Clearly Max Perreault didn't mean anything he said.

Is the county Republican Party still at odds with Davis? Are they still all in behind Perreault? Is that mysterious Victory Committee involved in this, too?

How much is Washington paying it's new city manager? Also what about the County manager?

For comparison, a US Senator makes $174,000, the NC governor $165,000, and major Council of State officers like the NC Attorney General, the Superintendent of Public Instruction, the State Treasurer, etc. make $146,000.

A city manager in Washington or a county manager in Beaufort County is a much lower level than any of those. So how much are they being paid?

Reports on violation of the Open Meetings Act in hiring the city manager behind closed doors and not making the official motion in open session is a big concern. While most elected officials attend seminars that instruct them on the Open Meetings Law, they should also have their own attorney for the body present to tell them that th3ey just cannot do it that way.

No one has come forward to contend that this action was taken in open session, so one must asssume that the reports are accurate.

But this is not the first occurrence of such a matter. When the outgoing city council met and voted on the golden parachute for the outgoing city manager, which was at huge expense to the taspayer, there was also no motion made in open session on those matters as required by the open meetings law. Where was the city attorney when that was done? In addition, the law does not allow a lame duck government body after an election and before its new members are sworn in to take personnel actions of that sort. Our new council should be trying to claw back that golden parachute, because it was not done in compliance with NC law. Perhaps the council members who voted to throw away that taxpayer money could be personally liable for it.

Not following the Open Meetings Law and other NC law seems to be a significant problem with our city council. Washington deserves better.

What Washingtonian described Monday should terrify every resident regardless of party. They stopped an elected council member from speaking. Twice. Then stripped him of two committee appointments in the same session. Then hired a city manager without the public vote the law requires. And Max Perreault — the man who campaigned as a taxpayer watchdog, who said he'd bring transparency back to Washington — voted with this machine every single step of the way. If the GOP Victory Committee is behind this, and all signs point that direction, then the voters of Washington need to understand that the party apparatus they trusted is pointing the gun at the very people it claimed to represent.

Let's call this what it is. Max Perreault didn't just flip on his voters — he is now actively participating in the systematic erasure of a duly elected council member. Removing Davis from two committees in one meeting, using procedural points of order to cut off his microphone, hiring a city manager without a public vote as required by law — and Perreault sits right there and votes yes to every single one of these power plays. The Beaufort County Republican Party knocked on doors for this man. Conservative voters turned out for him. He has repaid every single one of them with betrayal so complete it almost requires admiration for its thoroughness. Benedict Arnold at least had the decency to do it once.

Stan, there are two old political sayings that apply - "Ya dance with who brung ya" and "Don't piss on your base". Who "brung" this coalition were 1) the Beaufort County Republican Party and the Beaufort County Conservative Club, operating separate political campaigns on behalf of taxpayer oriented candidates, and 2) the conservative and Republican voters of Washington.

When he votes with Tyre, Perrault is not only urinating on his base but also defecating on it.
