ALL founders, White or Black, started the program to remove genetic traits THEY, representatives of both the White and Black "Progressive" ruling class, deemed "undesirable". In the grand scheme of things, the OK Governor cutting 500K to Ritualistic murdering Sun worshippers is, I believe, grandstanding sanctioned by the Neo-Cons running the GOP at the top.
