Mr. William Robert "Robie" Cutler, Jr., age 46, a resident of Pantego, NC, died Sunday, September 9, 2012, as a result of an automobile accident.

Several years ago someone came up with the idea that the State of North Carolina should control what is dumped into our rivers and sounds. They made a law that said you have to have a permit to "discharge" water into streams, rivers and sounds.
