Governor McCrory Announces Appointments, Part II

Raleigh, NC The Office of Governor Pat McCrory announced the following appointments today:
North Carolina Gasoline and Oil Inspection Board
• Haddon Clark (Wake County) - Clark is the vice president of Sampson-Bladen Oil Company. He is a part of the Cary Kildaire Rotary Club. Clark received his B.S. in business management from UNC-Wilmington and his MBA from Campbell University.
• Reggie Stanley (New Hanover County) - Stanley is the chief operating officer at Austin Corporation. Prior to this, he was the vice president of commercial banking at First National Bank in Southeast Wilmington.
The board adopts standards for kerosene and one or more grades of gasoline based on scientific tests and ratings, requires labeling of dispensing pumps, prescribes the forms of requiring labeling and passes rules and regulations necessary for enforcing provisions of the laws relating to transportation and inspection of petroleum products. The term length is at the pleasure of the governor.
North Carolina State Lottery Commission
• A.J. Daoud (Surry County) - Daoud is the founder and CEO of Daoud Holding Inc./American Funeral Partners. Prior to opening the business 14 years ago, he was regional vice president of Loewen Group. He graduated from Barry University with a degree in business.
• Sheriff Chris Shew (Wilkes County) - Sheriff Shew is the sheriff of Wilkes County. He has been in law enforcement since 1980 and has spent his entire career in Wilkes County in various roles, including chief-deputy, prior to being elected sheriff. Shew is filling an unexpired term through 2016.
The commission specifies the types of lottery games and gaming technology to be used; prescribes the nature of advertising; specifies the number and value of prizes for winning tickets or shares in lottery games; specifies the rules of the lottery games and the method of determining winners; specifies retail sales prices for tickets or shares; establishes a system to claim prizes; conducts background investigations of applicants for the position of director; charges a fee of lottery vendors not to exceed the cost of the criminal record check of the lottery vendor; specifies the manner of distribution, dissemination, or sale of lottery tickets or shares to lottery game retailers or directly to the public. The commission also determines the incentives, if any, for any lottery employees, lottery vendors, lottery contractors, or electronic computer terminal operators and to specify the authority, compensation and role of the director and to specify the authority, selection and role of the other employees of the commission. The commission approves and authorizes the director to enter into agreements with other states to operate and promote multi-state lotteries and any other powers necessary for the commission to carry out its responsibilities. Each term length is five years.
NC Interpreter and Transliterator Licensing Board
Lynn Dey (Mecklenburg County) - Dey is an American Sign Language interpreter with American Sign Language Interpreting Consulting Services. She received B.A. and M.A. degrees in interpretation from Gallaudet University. She is a reappointment for this board.
The board examines and determines the qualifications and fitness of applicants for licensure, renewal of licensure and reciprocal licensure; issues, renews, denies, suspends, or revokes licenses and carries out any disciplinary actions authorized by this Chapter; Sets fees as authorized in GS §90D-10; Conducts investigations for the purpose of determining whether violations or grounds for disciplining licensees exist; Maintains a record of all proceedings and makes available to licensees and other concerned parties an annual report of all board action; Keeps on file a complete record of names, addresses, license numbers and renewal license numbers of all persons entitled to practice under this Chapter; Adopts a seal containing the name of the board for use on all licenses and official reports issued by the board; and adopts rules for continuing education requirements. The term length is three years.
North Carolina Council for Women
• Joyce R. Krawiec (Forsyth County) - Krawiec is the co-owner of J&R Ventures, Inc., a commercial real estate development company founded 25 years ago. She studied real estate at Central Piedmont Community College in Charlotte.
Laura M. Riddick (Wake County) - Riddick is the register of deeds for Wake County. She has served in that position since 1996 and has focused on improving the customer service aspect of the organization. As register of deeds she is responsible for keeping up with, indexing and making public records available. Riddick will serve as chair of the council.
• Dena Barnes (Guilford County) - Barnes worked as a nurse for 20 years after earning a degree in nursing from Guilford Tech Community College. She currently serves as a member of the Summerfield Town Council and volunteers with the Tarheel Triad Council of Girl Scouts and Piedmont Pregnancy Center.
• Kirby Tyson (Cumberland County) - Tyson is the owner and broker-in-charge of Tyson Commercial Properties in Fayetteville. She is a graduate from UNC-Wilmington.
• Valerie Procopio (Harnett County) - Procopio is a junior in political science at Campbell University in Buies Creek. At the school, she is active in student government and the Phi Eta Sigma Honor Society.
• Robin Robinson (New Hanover County) - Judge Robinson is a district court judge in the Fifth Judicial District. Prior to beginning that role in 2011, she worked at various law firms for 20 years. She is also involved with the Mercy Homeless Shelter and serves as a guest civics speaker for New Hanover area schools. She is a reappointment for this board.
• • - Aikens is the founder, conference speaker and co-pastor of Word Ministries, Inc. in Greensboro/Winston Salem. She previously worked as a customer care professional at UnitedHealth Group, Inc. in Greensboro.
• Debbie West (Guilford County) - West is a creative director at The Scout Guide in Greensboro. She has also served as the study coordinator at both the UNC-G School of Nursing and UNC-CH Department of Nutrition. Additionally, she volunteers with the Junior League of Greensboro and Lotsa Helping Hands.
• Monica Awastshi (Wake County) - Awastshi is a community volunteer with Kiran, an organization that aids South Asian victims of domestic violence in North Carolina. She previously worked as a business consultant at Scottmadden, Inc. in Raleigh.
The council advises the governor, the principal state departments and the state legislature concerning the education and employment of women in the state of North Carolina. The council also advises the secretary of Administration upon any matter the secretary may refer to it and establishes programs for the assistance of displaced homemakers. The term length is two years.
North Carolina Board of Massage and Bodywork Therapy
• Holly Foster (Wilkes County) - Foster has been a self-employed licensed massage therapist for more than 10 years. Additionally, she is the therapeutic massage program coordinator at Wilkes Community College. In that role, she is responsible for the administration, curriculum development and instruction of the program at Wilkes Community College. Foster attended the Southeastern School of Neuromuscular and Massage Therapy in Charlotte.
• Edwin Preston (Orange County) - Dr. Preston is an orthopedic surgeon in Durham. He will fill the role of physician recommended by the North Carolina Medical Society and currently serves as chairman of the commission. He is a reappointment for this board.
• Dianne Layden (Perquimans County) - Layden is a retired quality assurance analyst from Albemarle Hospital. She is a member of Friends of the Tri-county Animal Shelter and the Hertford Small Town Economic Prosperity group. Layden attended College of the Albemarle, UNC-Greensboro and East Carolina University.
The board safeguards the public health, safety and welfare against unqualified or incompetent practitioners. It evaluates qualifications of applicants for licensure; issues, renews, denies, suspends or revoke licenses, reprimands licensees, conducts investigations and hearings, establishes reasonable fees for examinations, certificates and services and adopts, amends or appeals any rules related to schools, continuing education providers, exams and advanced techniques. The term length is three years.
Local Governmental Employees' Retirement System
• Kevin Gordon (Cleveland County) - Gordon is the chief training officer for the Charlotte Fire Department. He has been with the department since 1991, rising to captain in 1998, battalion chief in 2005 and his current position in 2007. In addition to his involvement to the field at work, he also serves on various local community boards related to the fire and rescue field.
• John Anaralla (Mecklenburg County) - Anarella is the founder and president of Bulldog Asset Management, a wealth management group. He graduated with an MBA from Hofstra University in 1986. He will serve as a voting member on both the Teachers and State Employees Retirement Board and Local Government Employee Retirement Board.
The system administers retirement system laws for local government members of the retirement system. The term length is four years.
North Carolina Health Insurance Risk Pool
Austin Pittman (Forsyth County) - Pittman is president of UnitedHealthcare Networks and is responsible for managing UnitedHealthcare's nationwide network of more than 650,000 physicians and health care professionals and over 5,100 hospitals. He has worked in the health care industry for more than 18 years. Pittman received a M.S. in business and human relations from Amberton University in Dallas. He served in the United States Marine Corps and is now completing his master's degree of health care delivery science at Dartmouth College.
The pool is to provide health insurance to individuals who do not have access to group health insurance and whose health or medical history prevents traditional insurance companies from covering them at all or from providing coverage at an affordable rate. The term length is three years.
State Property Tax Commission
David A. Smith, MAI, SRA (Durham County) - Smith is the president of the real estate firm David A. Smith & Associates. He attended Duke University. Smith will hold an at-large seat on the board.
Cal Morgan (New Hanover County) - Morgan is a real estate appraiser at JC Morgan Company. He attended the College of Charleston. Morgan will hold an at-large seat on the board.
The commission is the trial court of record for questions of appraisal, listing and exemption arising under the property tax laws, and appeal from the commission is direct to the Court of Appeals. The term length is four years.
