Governor McCrory Announces Appointments, Part I | Eastern North Carolina Now

    Raleigh, NC     The Office of Governor Pat McCrory announced the following appointments today:

    North Carolina Code Officials Qualification Board

    Brenda Lyerly (Avery County) - Lyerly is the mayor for the town of Banner Elk. She is affiliated with the High Country Council of Government Executive Board, Rural Transportation Advisory Committee, Yadkin Bank Advisory Board and the Avery County Humane Society Board of Directors. Lyerly received a B.A. in communications from the University of Houston, and she received an M.A. in higher education administration from Appalachian State University.

    The board trains, tests and certifies local code officials. The state of North Carolina requires every local government to enforce the state building code on all new construction and existing structures to promote the public health, safety and welfare of the citizens of North Carolina. Each term length is four years.

    North Carolina Recreational Therapy Licensure Board

    Anita Sutton (Catawba County) - Sutton is a licensed recreational therapy assistant at The Cognitive Connection SMART (Students Making a Right Turn) program and a part-time instructor at Western Piedmont Community College Foothills Higher Education. She attended Western Piedmont Community College.

    The board reviews credentials of therapeutic recreation professionals who practice in North Carolina and use the titles Therapeutic Recreation Specialist (TRS) or Therapeutic Recreation Assistant (TRA). The board has eight members, each serving a three-year term. The governor appoints three members.

    North Carolina Cemetery Commission

   •  Brad Bailey (Wake County) - Bailey is the cemetery director/sales and service manager of Memorial Park and is also manager of Apex Cemetery.

   •  William Gaffney (Mecklenburg County) - Gaffney works at Charlotte Memorial Gardens in Mecklenburg County. He is a reappointment for this board.

   •  Gantt Stephens (Burke County) - Stephens works at Burke Memorial Park, Inc. in Morganton. He is a reappointment for this board.

   •  Angie Thomas (Surry County) - Thomas is a consultant. She previously worked as the assistant county veterans officer in Surry County.

    The commission has the power and duty to adopt rules and regulations related to the cemetery industry. Members may examine the records of licensees, investigate complaints, and address the failure to pay fees and the failure to render required reports and violations. The term length is four years.

    Western North Carolina Public Lands Council

   •  Lee Thomason (Buncombe County) - Thomason is the vice president of residential and commercial development at the Biltmore Farms, LLC. He received a B.S. in design from Clemson University and a master's in building construction from Auburn University.

   •  Mitchell Powell (Haywood County) - Powell is the co-owner/operator of Powell Industries. He received a master's degree in technology from Western Carolina University.

   •  Linda Hogue (Swain County) - Hogue retired from the Swain County Public School System after teaching for 32 years. She received a degree in elementary education at Mars Hill College.

    The council oversees North Carolina parks, parkways and forests and promotes the protection, preservation and sustainability of Western North Carolina's natural and economic resources. The term length is four years.

    North Carolina Contractors' Licensing Board

    Maeneen Klein (Mecklenburg County)  -  Klein is a performance manager at the Charlotte-Mecklenburg Utility Department. She has worked in water conservation and utilities since 1991. She attended West Chester University of Pennsylvania. She is a reappointment for this board.

    The board's purpose is to license and regulate persons who engage in the practice of irrigation construction or contracting. Any business entity performing irrigation construction or contracting must be under the supervision of a license. The term length is three years.

    North Carolina State Board of Agriculture

   •  Tommy Burleson (Avery County)  -  Burleson owns a tree farm in Newland, North Carolina and sells Christmas trees in Cary during the Christmas season. He is also the founder of Tommy Burleson Evangelical Ministries. Burleson is a graduate from North Carolina State University and a former basketball player. He will fill the seat designated for a tree farmer.

   •  Billy Carter (Moore County)  -  Carter grows more than 1,000 acres of conventional and organic crops, mainly tobacco. His conventional operation is soybeans, small grains, sweet corn, strawberries, watermelons and tomatoes. Carter lives in Eagle Springs, North Carolina. He will fill the seat designated for a general farmer representative.

   •  Bob Sutter (Nash County)  -  Sutter is representing peanut farmers. He has been the CEO of the Peanut Growers Association since 1993. He owns a peanut farm in Nashville, North Carolina. Sutter will fill the seat designated for a peanut farmer.

   •  Doug Boyd (Beaufort County)  -  Boyd owns a large cotton farm in Pinetown, North Carolina. He is the District 12 director with the Carolinas Cotton Growers Cooperative. Boyd will fill the seat designated for a cotton grower.

   •  Jeffrey Turner (Duplin County)  -  Turner serves as the executive vice President of Murphy Family Ventures, LLC. He serves as director of Vidant Health, director for Global Trans-Park Authority and board member for the North Carolina Department of Agriculture, Pitt Memorial Hospital and the University Health Care System. Turner will fill the seat designated for someone in the pork industry.

    The board is the primary rule making body for the Department of Agriculture and Consumer Services. The board adopts rules for implementing laws relating to animal health, plant pests and food safety and sets rental rates for state-owned farmers markets and state fair facilities. The term length is six years.

    Structural Pest Control Committee

   •  Cliff Isaac (Wake County) - Isaac works as a code certification investigator at the Office of State Fire Marshal at the North Carolina Department of Insurance. The office provides billing code support and monitoring code compliance across North Carolina. He received a B.S. in structural and water resources from North Carolina State University.

   •  Scott McNeely (Forsyth County) - McNeely is the president of McNeely Pest Control Inc. He received a B.S. in entomology from North Carolina State University.

    The committee approves applications for structural pest control licenses, holds public hearings for the purpose of adopting new and/or amendments to rules and regulations, denies, revokes or suspends structural pest control licenses, certifies applicators' cards or registered technicians' cards and assesses civil penalties. The term length is four years.
