Senators Call On DoD To Halt Cuts To Autism Therapy For Military Children | Eastern North Carolina Now

    WASHINGTON, D.C.     Today, Senators Thom Tillis (R-NC), Kirsten Gillibrand (D-NY), Amy Klobuchar (D-MN), and Jerry Moran (R-KS) sent a letter to Secretary of Defense Ashton Carter calling for an immediate postponement of planned reductions to TRICARE's reimbursement rates for Applied Behavior Analysis (ABA) therapy to beneficiaries diagnosed with Autism Spectrum Disorder (ASD).

    TRICARE is a managed health care program for active duty and retired members of the uniformed services, their families, and survivors.

    The Defense Health Agency's (DHA) cuts to TRICARE reimbursement rates for ABA are expected to become effective as of March 30, 2016, and will likely result in a severe reduction in access to crucial ABA services for the more than 26,000 children of military personnel and retirees with ASD.

    In the letter to Secretary Carter, the Senators question the validity of the reimbursement rates for ABA providers, noting DHA-commissioned studies have drawn conflicting conclusions. The Senators also note that the planned rate cuts to ABA will be particularly burdensome to TRICARE beneficiaries living in areas where the demand for autism services already outstrips the supply, making it even more difficult for their children to get the care they need.

    "We ask that the proposed ABA reimbursement rate reductions prescribed by the DHA be immediately postponed pending careful re-evaluation of the existing research on reimbursement rates, and consideration of additional rigorous study, particularly with regard to reimbursements for paraprofessionals," wrote Senators Tillis, Gillibrand, Klobuchar, and Moran. "We urge that you take this action immediately before providers leave the TRICARE ABA services market and begin to no longer accept new TRICARE eligible ABA therapy patients. The children of our service men and women deserve nothing less."
