Their arrests stemmed from a Beaufort County Sheriff’s Office Patrol Sergeant responding to a call dispatched by the Washington Police Department Communications Center in reference to a group of people using heroin in a vehicle in the Wal-Mart parking lot.

the Beaufort County Sheriff’s Office Drug Unit arrested Samuel Bernard Wiggins, age 62, of 288 Gum St. in Belhaven, Vivian Joy Clark, age 32, of 103 Chesterfield Drive in Washington, Cecil Bradford Walker, age 32, of 103 Chesterfield Drive in Washington, Gay Silvia, age 55, of 608 W 14th Avenue in Greenville and James Edward Ross, age 62, of 1284 Swamp Rd. Pantego. Their arrests stemmed from a Beaufort County Sheriff’s Office Patrol Sergeant responding to a call dispatched by the Washington Police Department Communications Center in reference to a group of people using heroin in a vehicle in the Wal-Mart parking lot. Sergeant Michael Sheppard was in the area and located the vehicle. Investigators with the Drug Unit also responded to the scene. K-9 Elza was deployed on the vehicle and she indicated for the odor of narcotics. A search of the vehicle and its occupants revealed a quantity of heroin packaged in wax paper bindles, used syringes and other drug paraphernalia associated with the intravenous use of heroin.

    As a result the search the above described individuals were all arrested and charged with Felony Possession of Heroin and Possession of Drug Paraphernalia. Sylvia Gay received a $1,000 secured bond, Cecil Walker received a $5,000 secured bond, Samuel Wiggins received a $7,000 secured bond, and Vivian Clark and James Ross both received $10,000 secured bonds. At the time of the arrest James Ross was out on bond stemming from a Trafficking in Opiates arrest by the Sheriff’s Office in April of this year. At the time of arrest Vivian Clark was also out on bond stemming from a Felony Flee to Elude charge by the Sheriff’s Office in July 2012. All arrestees were confined in the Beaufort County Detention Center.

On Monday, April 13, 2026, the Beaufort County Grand Jury returned a True Bill of Indictment against 24-year-old Brady O’Neil Daniels of Wallace, NC, charging him with the murder of Billy Joe Bell in 2023.
On Tuesday, April 7, 2026, Deputies with the Beaufort County Sheriff’s Office responded to a 911 call in a wooded area near Pamlico Plantation in Washington NC.
In the past month, Beaufort County Sheriff’s Office Patrol and K9 Division have arrested 10 people in the county on felony drug charges.
On December 12, 2025, Deputies with the Beaufort County Sheriff’s Office Drug Unit arrested 27-year-old Nikkopenia Terra Echevarria of Washington, NC on multiple felony drug charges.
Beaufort County District Attorney Thomas D. Anglim disclosed that Ryan Austin Stalls was convicted of two counts attempted murder and one count of attempted first degree ex offense and first-degree kidnapping following a guilty plea in Beaufort County on December 9, 2025.
On December 22, 2025, Deputies from the Beaufort County Sheriff’s Office responded to a residence in the Aurora/Richlands area for a report of a foul odor coming from inside a rental property where a tenant had previously moved out.

On December 5, 2025, Deputies with the Beaufort County Sheriff’s Office Drug Unit arrested 39-year-old, Arnold Gerard Whitney of Belhaven, NC on multiple drug and weapon charges.
On Tuesday December 9th, 2025, 33-year-old Ryan Austin Stalls pled guilty in Beaufort County Superior Court to the following charges:
Today I officially filed for re-election, seeking to continue my service to the citizens of Beaufort County.
On January 27, 2025 Washington Police Department officers and Washington Fire/Rescue personnel responded to the area of Bonner Street and E. Martin Luther King Jr. Street in reference to a report of a motor vehicle crash.
During the past month, members from the Beaufort County Sheriff’s Office Drug Unit, Patrol Division and K9 Unit have charged seven people in the county on felony drug charges.
The Beaufort County Sheriff’s Office needs your help locating a wanted person. On October 27, 2025, 40-year-old Givon Montrell Hodges of Washington, NC left Superior Court in Beaufort County and failed to return.

On April 25, 2024, Deputies with the Beaufort County Sheriff’s Office arrested Jaleza Aneice Alexander on multiple drug charges.
