In a conference call with state governors on Thursday President Trump laid out his administration's plan to reopen the nation. Immediately after the call one or many governors leaked it to the press in an attempt to steal the thunder from the president's formal announcement at the daily virus briefing.

The guidelines to reopening will ease and then lift the restrictions in areas with low virus infection rates and keep them in place for areas with high rates or areas medical authorities think have not reached a peak.

The process would be in three stages.

States with low rates and strong testing would reopen their schools and businesses initially for two weeks in the first stage.

Then a review would be done to approve the continued reopening for another two weeks. If the area was then deemed generally clear of the virus a final review would be done.

If passed, the state would be granted a general and permanent reopening.
