The massacre of Ukrainian civilians in Bucha by Russian soldiers was deliberate policy directed from the top to terrorize other civilians according to German intelligence agency analysis of recordings of communications among Russian troops while the events were happening.  Mercenaries of the Wagner Group, which is sometimes called Putin's private army, were also in Bucha and involved in some of the killings.  Civilian men under the age of 50 were particularly targeted for death.  The German analysts fear similar atrocities elsewhere in Ukraine based on recordings from other places.

German politicians are demanding war crimes prosecution of Russians involved, including Putin himself.
