why are NC RINOs following Democrat plan that goes back to Obama?

One longtime political problem of the Democrats is that their voters tend to be more concentrated, while those of the Republicans tend to be more spread out.  Beginning in the Obama administration, they began pushing a concept to spread their voters out more, and this was to try to inject low income Democrat voters into middle class suburbs.  The difficultly was local zoning and local regulation, and their aim was to get around that by a higher level of government overriding local zoning.

After attempts to impose this from the federal level got nowhere, the Democrats have tried to implement this scheme through state government they control, like California and New York.  Here is a synopsis of what they are currently up to in this effort in New York:

But in North Carolina, the one Democrat state senator involved in this scheme brought two RINOs on board as co-sponsors,  one of them, State Sen. Paul Newton (RINO - Cabarrus) being the Senate Majority Leader.  Again, the scheme is to bust local laws like zoning to put push low income housing into the suburbs.

We are seeing this all too often in Raleigh, RINOs, particularly in the "leadership" being all in on pushing major far left issues, from radical gender ideology (repeal of HB2) to radical climate alarmism (HB951) to the Obamacare Medicaid expansion.  Why are people we thought were good Republicans doing the Democrats dirty work?
