We ought to look to naval punishments of the early 19th century as a deterrent. Any illegal that returns a second time after deportation should be severely flogged with a cat-o-nine tails. Then he should be permanently marked so he can quickly be identified if he returns again, like a big "I" tatooed on his forehead.
