In 1996, Congress passed a bill to prohibit legal immigrants and illegal aliens from receiving welfare, food stamps, housing subsidies, Medicaid, and other means tested benefits.  The bill was known as the Personal Responsibility and Work Opportunity Reconciliation Act.  Although Clinton signed it into law, the Clinton White House soon sabotaged it by issuing a "definition" through rulemaking that severely restricted the congressional language.

The result has been an explosion of illegal aliens and legal immigrants receiving public benefits under various programs.  Indeed, 52.5% of households headed by foreign citizens in the US were receiving government benefits last year.  For Somalis, for example, 81% of them are on one or more public benefit programs.

President Trump's DOJ has just taken action to revoke that Clinton era ruling and enforce federal law as it was passed by Congress.  Programs funded by American taxpayers will now be restricted to American citizens.  Not being able to continue fleecing the American taxpayer with welfare dependency may help encourage more illegal aliens to self-deport.
