Governor McCrory Announces Appointments | Eastern North Carolina Now

    Raleigh, N.C.     The Office of Governor Pat McCrory announced the following appointments today:

Atlantic States Marine Fisheries Commission

  • W. Douglas Brady (Carteret County) — Brady has been a recreational fisherman his entire life and was the owner of a commercial fishing business for over 25 years. He has served on numerous boards, including the Carteret County Economic Development Council, the South Atlantic Fisheries Management Council Advisory Board, the Morehead City Planning Board and the Seafood Industrial Park Commission. Brady is also a former Carteret County Commissioner and served as Chairman for three years.
  • The Honorable Bob Steinburg (Chowan County) — Representative Steinburg is a two-term member of the North Carolina House of Representatives. He represents the 1st district which includes Camden, Chowan, Currituck, Pasquotank, Perquimans and Tyrrell counties.

    The commission represents the interests and needs of East Coast Marine Fisheries, promotes better utilization of the fisheries and develops programs for promotion and protection of such fisheries.

North Carolina State Board of Community Colleges

  • Dr. Samuel Powell (Alamance County) — Dr. Powell is President of Powell Enterprises, a sole proprietorship engaging in industrial property development and management. He also serves on the Board of Directors of Carolina Biological Supply Company, Inc., a company founded by his father. Powell earned his Masters of Science degree in biochemistry from Old Dominion University and a Doctorate in Philosophy in biochemistry/biophysics form Loyola University of Chicago.
  • James R. Rose, Jr. (Wake County) — Rose is a Regional Vice President for Yadkin Bank in the Raleigh-Durham area. He has held that position since September 2012 and has over 20 years of banking experience since he graduated from Wake Forest with a B.A. in economics.
  • Joseph Wesley Fricks (Wake County) — Fricks began his mortgage banking career with Grandbridge in 2011 as Assistant Vice President after working in a variety of professional capacities, including working in The White House under the Administration of President George W. Bush. He has been serving on the State Board of Community Colleges since January 2014 and has served on other boards such as Marbles Kids Museum and has been active with the Wake County Economic Development group. Fricks is a graduate from Auburn University having received his B.S. in Agricultural Business and Economics. This is a reappointment.
  • Lisa B. Estep (New Hanover County) — Estep was born in South Bend, Indiana. She graduated from Virginia Tech in 1988 with a degree in Accounting and a minor in Professional Writing. Since 1989 she has worked in public accounting with experience in audit, estates and trusts, corporation and individual taxation. She has served as coach, assistant, chaperone, office volunteer, tutor and library volunteer in various public schools. She currently serves on the New Hanover County School Board.

    The board is the policy-making arm of the North Carolina Community College System. There are 21 members on the board, each serving six-year terms. The governor appoints 10 members. The State House and Senate each appoint four members. The Lieutenant Governor, State Treasurer and President of the UNC System also serve on the board.

North Carolina State Board of Examiners of Electrical Contractors

  • Richard S. Jones (Durham County) — Jones is the Vice President of Operations and General Manager of the Service Division at Bryant-Durham Electric Co. in Durham. He has been with Bryant-Durham Electric Co. since 1986 and has held an unlimited North Carolina Electrical License since 1995.

    The board is responsible for the licensing of all electrical contractors within the state, providing the written examination of all applicants, and investigating complaints against non-licensed electrical contractors.

Martin Luther King, Jr. Commission

  • Derek Partee (Nash County) — Partee is a retired Nassau County Detective with a vast amount of experience in investigating misdemeanor and felony crimes. He has received numerous awards including the U.S. Congressional Award and the Nassau County Medal of Commendation. He graduated from Long Island University with a MPA in Budget and Finance. This is a reappointment.
  • Elton Futrell (Durham County) — Futrell is a Territory Manager for Acosta Sales and Service. He has been a sales and marketing expert for more than 20 years. His volunteer service includes Boy Scouts of America and boys mentor-ship and developing community outreach programs. He currently serves as Vice Chair of a conservative grassroots organization in Durham. He graduated from Shaw University with a B.A. in Communication.
  • Melissa D. Martin (Wake County) — Martin is a Public Health Administrator for Durham County. She is responsible for fiscal and administrative management of the Durham County Public Health Laboratory and Pharmacy. She is a former Vice Chair and City of Raleigh Mayor's Unity Day Chair. This is a reappointment.
  • Kenneth Freeman (Robeson County) — Freeman is a Driver License Examiner at the NCDOT office in Fayetteville. He is a member of the Robeson County Human Relations Commission and the President of UNC Pembroke Alumni Association. He received a Bachelor of Science degree in business administration at UNC Pembroke. This is a reappointment.
  • Dr. Dumas A. Harshaw (Wake County) — Dr. Harshaw has been committed to the Christian ministry of teaching and preaching the gospel of Jesus Christ for more than 40 years. He began his tenure as the 10th pastor of First Baptist Church in Raleigh on September 1, 1996. This is a reappointment.

    The commission works to encourage appropriate ceremonies and activities throughout the state relating to the observance of the legal holiday honoring Martin Luther King, Jr.'s birthday. It also works to promote among the people of North Carolina an awareness and appreciation of the life and work of Martin Luther King, Jr.

North Carolina Awards Committee

  • The Honorable Jim P. Cain (Wake County) — ​Cain worked for the international law firm of Kilpatrick Stockton for 20 years, co-founding the firm's Research Triangle office in 1985. He served as the President and Chief Operating Officer of the Carolina Hurricanes and their parent company for two years, and also served as a United States ambassador to Denmark from July 2005 to January 2009.
  • Nancy H. Temple (Wake County) — ​Temple retired from Progress Energy as Vice President of Corporate Communications. Before joining Progress Energy, she held leadership positions in health care, government and politics. She served in the administration of North Carolina Governor Jim Martin and was his Chief of Staff from 1989 to 1993.
  • Lenard D. Moore (Wake County) — Moore is Assistant Professor of English at Mount Olive College. He is a poet, essayist, writer and playwright. He was recently elected as the first African American President of the Haiku Society of America. Moore is also currently Executive Chairman of the North Carolina Haiku Society. He founded the Carolina African American Writers Collective and was co-founder of Washington Street Writers Group.

    The purpose of the committee is to advise the Secretary of Cultural Resources on forming and administering programs of N.C. Awards and on selection of committees to select annual recipients.

North Carolina Social Work Certification and Licensure Board

  • Angela M. Atkins (Mitchell County) — Atkins is a social worker at Mitchell County Schools. She was previously employed at Maryland Community College as a Human Service Technology Professor. She is a member of the NC School of Social Work Association, the Juvenile Crime Prevention Council, and serves on Mitchell County Child Protection Team. She earned her masters in social work from the University of South Carolina. This is a reappointment.
  • Gary Mathias Bishop (Wake County) — Bishop currently serves as a liaison between the social security administration and North Carolina state agencies. He volunteered with Concord Coalition to promote forums on social security and developed and delivered press releases for universities and the Durham Public School System. Bishop is a member of the Board of Directors for the Wake Education Partnership, the NC State Employees Credit Union and the Susan G. Komen Race for a Cure. He earned his B.S. from Fayetteville State University.

    The board regulates the practice of social work through credential reviews, examinations, standards of experience, professional references and continuing education.

North Carolina State Board of Examiners in Optometry

  • Dr. Scott L. Philippe (Union County) — Philippe attended the University of Kentucky in Lexington, Kentucky for his undergraduate studies. He earned his Doctor of Optometry degree from Southern College of Optometry in Memphis, Tennessee in 1988. He was named North Carolina Young Optometrist of the Year in 2001 and North Carolina Optometrist of the Year in 2009. He was the 2010 recipient of the John Robeson Award for Clinical Excellence. Dr. Philippe remains very active with civic work, serving as Chairman for the Swing for Sight Golf Tournament from 1997 to 2003 and serving on the NC Governor's Early Childhood Vision Commission since 2006.

    The board is responsible for the licensing of optometrists and the regulation of the optometry profession.
