Angela Merkel had provisions inserted into the new 7 year European Union budget to punish countries that failed to follow EU dictates on immigration and other issues. However, the budget requires unanimous consent, and the populist / nationalist right governments of Hungary and Poland responded by blocking adoption of the budget, accusing the EU of trying to interfere in national issues.

Hungary and Poland have now been joined by Slovenia, which has switched sides and is now also blocking the EU budget as well. In a letter to other national leaders, Slovenia's Prime Minister accused the EU of behaving like the old Soviet Union in its domination of eastern Europe. (Hungarians have sometimes referred to the EU as the "EUSSR").

This budget includes pandemic relief, which creates a lot more leverage in blocking it.
