Soviet dictator Joe Stalin once said "those who vote decide nothing; those who count the votes decide everything."
America's latter day Stalin, Joe Biden, said much the same thing in remarks to Democrat Party leaders Tuesday, "the struggle is no longer just who gets to vote or making it easier for eligible people to vote, - it is who gets to count the vote and whether your vote counts at all."
