Biden DOJ got the ball rolling in Texas

Drawing electoral districts based on race is under attack, legislatively and in the courts.  Ironically, the current proposed Congressional redistricting in Texas is an outgrowth of a case filed by the Biden DOJ.

The Texas case grew out of a Court of Appeals ruling on a case brought by the Biden DOJ.  When Galveston County eliminated its only Democrat held seat, the Biden DOJ sued saying they were required to draw a "minority coalition" district, one where a combination of minorities had a majority.  The district court agreed, and struck down the redistricting, but Galveston appealed.  The Court of Appeals ruled that "minority coalition" districts were not required by the Voting Rights Act and allowed the original district plan to stand.

That court ruling then created an issue with Texas' congressional districts, because four of them were "minority coalition" districts and a fifth was necessitated by such districts nearby.  The DOJ has now called out Texas' congressional district plan due to the illegal "minority coalition" racially gerrymandered districts.  The legislature's response will cost the Democrats five congressional seats.

Meanwhile, the US Supreme Court has accepted a case for hearing involving racial gerrymandering in Alabama and Louisiana that could end all race based redistricting.  Democrats hold one extra seat currently in each state due to court imposed racial gerrymandering.
