Governor McCrory Announces Appointments | Eastern North Carolina Now

    Raleigh, N.C.     The Office of Governor Pat McCrory announced the following appointments today:

Cleveland Community College Board of Trustees

  • Alan Norman (Cleveland County) - Norman is the Sheriff of Cleveland County. He has almost 30 years of law enforcement experience including 23 years with the Cleveland County Sheriff's Office. He is a graduate of Central Piedmont Community College.

    Board duties are to elect the president, employ personnel, purchase land necessary for the operation of the college, standards for admission and graduation, receive gifts and donations, provide for the administration all educational and occupational services, and to establish or enter into public or private partnerships for the support of the institution.

Brunswick Community College Board of Trustees

  • Mark Bachara (Brunswick County) - Bachara is an attorney at Bachara and Essey in Oak Island. He has practiced there for over three years and previously worked as an assistant district attorney and an adjunct faculty member at Wesleyan College. He has a B.A. in Political Science from University of Arkansas, J.D. from University of Baltimore School of Law and MBA from University of Baltimore.

    Board duties are to elect the president, employ personnel, purchase land necessary for the operation of the college, standards for admission and graduation, receive gifts and donations, provide for the administration all educational and occupational services, and to establish or enter into public or private partnerships for the support of the institution.

Rockingham Community College Board of Trustees

  • Elizabeth Maddrey (Rockingham County) - Maddrey is a retired education and civic volunteer. Along with her husband, Joseph, they have endowed the Elizabeth H. and Joseph G. Maddrey Scholarship at Rockingham Community College. This is a reappointment.

    Board duties are to elect the president, employ personnel, purchase land necessary for the operation of the college, standards for admission and graduation, receive gifts and donations, provide for the administration all educational and occupational services, and to establish or enter into public or private partnerships for the support of the institution.

Durham Technical Community College Board of Trustees

  • Roderick "Rick" D. Adams, Jr. (Durham County) - Adams began his career as a Financial Advisor with Wheat First Butcher Singer in 1989 and has remained with the firm as it transitioned to Wells Fargo Advisors. Rick is now a Managing Partner at the Adams Chetwood Wealth Management Group. He earned a Bachelor's degree from the University of North Carolina at Chapel Hill. He also spent a year of study in a graduate economics program in Pennsylvania where he learned to apply the principles of macroeconomics to stock analysis to help his clients make informed investment decisions.

    Board duties are to elect the president, employ personnel, purchase land necessary for the operation of the college, standards for admission and graduation, receive gifts and donations, provide for the administration all educational and occupational services, and to establish or enter into public or private partnerships for the support of the institution.

Piedmont Community College Board of Trustees

  • Larry R. Wilkerson (Person County) - Wilkerson works at Loxcreen Co., a sheetrock company in Roxboro. This is a reappointment.

    Board duties are to elect the president, employ personnel, purchase land necessary for the operation of the college, standards for admission and graduation, receive gifts and donations, provide for the administration all educational and occupational services, and to establish or enter into public or private partnerships for the support of the institution.

North Carolina Textbook Commission

  • Brian G. Frees (Henderson County)
  • Jeremy Tucker (Wilson County)
  • Joshua Gaskill (Pamlico County)
  • Stacie Wood (Harnett County)

    The commission shall evaluate all textbooks offered for adoption. Each proposed textbook shall be read by at least one expert certified in the discipline for which the textbook would be used. The commission may use external experts if no commission member or advisory committee member qualifies as an expert certified in a particular discipline. The members of the Commission shall be appointed by the Governor upon recommendation of the Superintendent of Public Instruction.

North Carolina Institute of Medicine

  • Kim Schwartz (Halifax County) - Schwartz has served as the chief executive officer of Roanoke Chowan Community Health Center (RCCHC) since June 2005. She has served on various boards and councils, including the Hertford County North Carolina Social Services Board, the Hertford County Emergency Preparedness Council, and the North Carolina Care Share Health Alliance Board. She also served as board treasurer of the North Carolina Community Health Center Association. Schwartz has many affiliations and frequently presents at national and regional conferences. Schwartz received her master's degree in counseling education from the University of New Mexico in 1996. This is a reappointment.
  • Dr. Patricia Skinner (Gaston County) - Dr. Skinner is the President of Gaston Community College. During her 17-year tenure, Dr. Skinner has led a significant expansion of Gaston College from one to three campuses, adjusted programs to meet the demands of a changing economy and addressed the educational needs of the communities Gaston College serves. Recent years have been marked by budget cuts, reversions and hiring freezes all while managing a 25 percent increase in curriculum student enrollment. This is a reappointment.
  • Dr. Sy Atezaz Saeed (Pitt County) - Since 2004, Dr. Saeed has been serving as the Chairman of the Department of Psychiatric Medicine at the Brody School of Medicine, ECU. He is also the Chief of Psychiatry at the 900+ bed tertiary care academic medical center, Vidant Medical Center. A 1982 medical graduate of Dow Medical College, Dr. Saeed completed his residency training in psychiatry at the Illinois State Psychiatric Institute, Chicago. He is a diplomat of the American Board of Psychiatry and Neurology. He is also certified in Psychiatric Administration and Management by the American Psychiatric Association and holds a M.S. degree in Counseling and Psychotherapy. Dr. Saeed was the founding Editor of the American Association of Psychiatric Administrator's Journal, Psychiatrist Administrator (2000-2010). He is currently the Editor-in-Chief of the Journal of Psychiatric Administration and Management (JPAM). He is a Distinguished Fellow of the American Psychiatric Association, and an elected Fellow of the Royal Society of Health, London. This is a reappointment.
  • Dr. Robin G. Cummings (Robeson County) - Dr. Cummings is a Pembroke native, a cardiothoracic surgeon, and UNC- Pembroke's sixth chancellor. He previously held the positions of deputy secretary for Health Services and acting health director for the North Carolina Department of Health and Human Services. With responsibility for the Division of Medical Assistance, Dr. Cummings was responsible for the health of 1.8 million North Carolinians and a budget of $14 billion. He previously served as the director of the Office of Rural Health and Community Care. Cummings served as medical director for Community Care of the Sandhills (CCS). In this role, he worked with 1 12 medical practices and more than 250 physicians to ensure patient care access and quality, and to control costs for approximately 75,000 Medicaid patients. He received his medical degree from Duke University School of Medicine and completed an internship and residency in general surgery and a fellowship in cardiovascular and thoracic surgery at Duke University Medical Center. This is a reappointment.

    The purpose for which the corporation is organized are to be concerned with the health of the people of North Carolina; monitor and study health matters; respond authoritatively when found advisable; and respond to requests from outside sources for analysis and advice when this will aid in forming a basis for health policy decisions.

African-American Heritage Commission

  • Dr. Gail Hayes (Alamance County) - Hayes is an international speaker, Executive Leadership Coach and the former Network Director of the National Association for Female Executives (NAFE) in the Triangle where she helps others to discover identity, grasp purpose and step into destiny. She lived in Asia for over four years and in Europe for over ten years. She served as the first African American female law enforcement officer and fire fighter in Chapel Hill, N.C. She is also a certified NRA Firearms Instructor. These experiences enable her to successfully connect and relate to diverse audiences, both male and female. She also serves as an Anti-Bullying & Leadership consultant in the educational arena. Hayes is filling an unexpired term.

    The purpose of the commission is to advise and assist the Secretary of Cultural Resources in the preservation, interpretation, and promotion of African-American history, arts and culture.

Southern Regional Education Board

  • Brandon Gosey (Rutherford County) - Gosey is an Adult High School Coordinator at Isothermal Community College. Prior to his position at Isothermal, he worked for Rutherford County Schools for nine years as a Special Ed teacher. Gosey has proven to be an outstanding dedication to the field of education, serving in many different roles in his local community and in the school system. He also is a member of Rutherford County School Board.

    The purpose of the board is the development and maintenance of regional educational services and schools in the southern states in the professional, technological, scientific, literary, and other fields, so as to provide greater education advantages facilities for the citizens of the several states who reside within such region. At least one member shall be a legislator and at least one shall be an educator.

North Carolina Military Affairs Commission

  • Col. Kirk Warner (Wake County) - Col. Warner retired after 33 years in the United States Army in July, 2013. His last assignment was as the Commander of the 134th Legal Operations Detachment at Fort Bragg. He previously served as the Staff Judge Advocate of the 108th Training Command in Charlotte which is the national command responsible for Army initial entry training with three subordinate divisions and ten brigades with over 10,000 soldiers. Col. Warner previously served as Deputy Legal Counsel to the Chairman of the Joint Chiefs of Staff at the Pentagon for three separate Chairmen. He received a Bachelor of Science degree in Zoology from The Ohio State University, a Masters of Art degree in History from North Carolina State University, Master of Strategic Studies degree from the Army War College, Masters of Business Administration degree from North Carolina State University and a Juris Doctorate from the University of Toledo which included a year at Duke University Law School.
  • Etteinne Mitchell (Craven County) - Mitchell is a Retired Naval Intelligence Officer. She has served on the Board of Commissioners of the Housing Authority since January 2012. Since moving to North Carolina in 2009, she has been associated with the New Bern Preservation Foundation, Twin Rivers YMCA Board of Directors, the Craven Community College Foundation, and Craven Literacy Council and has participated in a variety of fundraising programs to benefit the New Bern community. Mitchell was assigned to military bases in 8 states, two overseas and multiple out of the country deployments.

    The Commission shall provide advice, counsel, and recommendations to the Governor, the General Assembly the Secretary of Commerce, and other State agencies on initiatives, programs, and legislation that will continue and increase the role that North Carolina's military installations, the National Guard. and the Reserves play in America's defense strategy and the economic health and vitality of the State.

State Judicial Council

  • Christopher Craft (Mecklenburg County) - Craft is Assistant District Attorney at Cabarrus County District Attorney's Office. He manages a large district court docket and supervises assistant DA's in the district court. His trial load includes sexual battery, vehicular homicides, child abuse and domestic violence. Craft's community involvement consists of a member of the Conflict Resolution Board of Directors and President of the Men's Legal Caucus at Campbell University.

    The State Judicial Council advises the chief justice of the N.C. Supreme Court on priorities for funding; recommends guidelines for the assignment and management of cases; recommends changes in the boundaries of judicial districts; and recommends performance standards for all judicial officials. The council has 18 members who all serve four year terms. Two are appointed by the governor.

Achieving a Better Life Experience

  • John Lyon (Durham County) - Lyon is a Financial Advisor with Carolina Capital Management a New England Financial/MetLife Company. Lyon has worked in the financial advisory industry for more than ten years. Prior to his employment at New England, he founded Lyon Financial, where he provided securities products and investment advisory services. Lyon graduated from North Carolina Agricultural and Technical State University with a degree in MSEE, Electrical Engineering.

    The purpose of the board is to encourage and assist individuals and families in saving private funds for the purpose of supporting individuals with disabilities; to maintain health, independence, and a better quality of life; and to provide tools that strengthen opportunities for personal economic development and long-term financial planning.
