    Raleigh, N.C.     The Office of Governor Pat McCrory announced the following appointments today:

    NCWorks Commission

    The NCWorks Commission, acting as the lead agency, with the cooperation of other participating agencies, shall initiate the "No Adult Left Behind" Initiative geared toward achievement of major statewide workforce development goals. The Initiative may also include community-based nonprofit organizations that provide services or assistance in the areas of worker training, workforce development and transitioning North Carolinians between industries in the current global labor market.

Disciplinary Hearing Commission of the North Carolina State Bar

  • Warren McDonald (Cumberland County) - Dr. McDonald is a professor and Chair of the Department of Health Administration for Methodist University. He is also Chief Executive Officer of McDonald and Associates, LLC, an independent consulting firm assisting health care organizations and practitioners. He previously worked as an optician for approximately 25 years. He received his PhD from Touro University International.

    The disciplinary hearing commission of the North Carolina State Bar, or any committee of the disciplinary hearing commission, may hold hearings in discipline, incapacity and disability matters, make findings of fact and conclusions of law after these hearings, enter orders necessary to carry out the duties delegated to it by the Council and tax the costs to an attorney who is disciplined or is found to be incapacitated or disabled.

North Carolina Capital Facilities Finance Agency Board of Directors

  • Gilbert Parker (Wake County) - Parker is currently the President of the North Carolina Faith Fellowship Foundation, a non-profit foundation devoted to community service and spiritual life revival. He has over 20 years experience in management consulting, public policy, assisted living management and community service, including six years as a paralegal and superior court clerk. Parker is also a former aid to U.S. Senator Jesse Helms. He studied public policy and government at Campbell University.

    The Board of Directors governs the North Carolina Capital Finance Agency. The agency shall have all of the powers necessary or convenient to carry out and effectuate the purposes and provisions of the Private Capital Facilities Finance Act.

North Carolina Board of Funeral Service

  • Mark Blake (Wake County) - Blake has been a Funeral Director at Brown-Wynne Funeral Home for 22 years and is currently a manager of the company as well. He has an associates from Fayetteville Tech Community College and a Bachelors from N.C. State University. He was nominated by the North Carolina Funeral Directors Association as their representative to the board.
  • Matt Staton (Rowan County) - Staton is the owner of Carolina Cremation. He is a graduate of Appalachian State University. He is active in St. Matthews Lutheran Church, Keller Memorial Masonic Lodge # 657, and the East Rowan YMCA.

    The board regulates the practice of funeral service in the state.

North Carolina Medical Care Commission

  • Vickie Beaver (Catawba County) - Beaver is Executive Director for Choice Management. She has devoted more than thirty-two years of her professional vocation to Long Term Care Management administration. Beaver began her career with the Brian Center Corporation in 1984 as the Director of Human Services and she continued to be promoted to higher levels of management. Some of her many responsibilities included oversight of the construction of nine new nursing care facilities, hiring and training of new staff, marketing and coordinating community services. Beaver was responsible for administration of 12 Nursing Facilities located throughout North Carolina, Virginia, South Carolina, and Tennessee.

    The Medical Care Commission adopts statewide plans for the construction and maintenance of hospitals, medical centers and other health care facilities,

North Carolina State Board of Refrigeration Examiners

  • Malachy G. Donohue (Alamance County) - Donohue is the Environmental Affairs Manager at UNC- Chapel Hill.
  • George G. Ramsey (Cabarrus County) - Ramsey has been a licensed refrigeration contractor since 1975.

    The board licenses and regulates refrigeration contractors.

North Carolina Psychology Board

  • Dr. Kristine M. Herfkens (Orange County) - Dr. Herfkens is a board certified clinical neuropsychologist in private practice in Durham. Her practice is focused on diagnosis and treatment of adult neurocognitive disorders, with a subspecialty focus on geriatrics and MS. In addition, she has over ten years of experience in forensic neuropsychology in both civil and criminal litigation.
  • Dr. Helen T. Brantley (Orange County) - Dr. Brantley holds bachelors and doctoral degrees in Psychology from Duke University with a Post-doctoral Fellowship in Clinical Child Psychology at the University of North Carolina Hospitals Department of Psychiatry. She has served on the faculties of both Duke University and UNC - Chapel Hill. At UNC Hospitals she directed/co-directed the Forensic Service unit for 15 years. Dr. Brantley specializes in clinical and civil forensic psychology services provided to individuals, families and the courts.
  • Joseph G. Pasquarell (New Hanover County) - Pasquarell previously worked for Southeastern Mental Health as a case manager. He supervised, monitored and reviewed plans of care for individual patients and was in charge of oversight of an $18 million program to ensure services to individuals with developmental disabilities throughout the community.

    The board licenses qualified persons to practice psychology and take disciplinary action when licensees are found to be practicing in violation of law and ethics. The board also ensures that non-licensed individuals do not practice psychology or represent themselves as psychologists.

North Carolina Board for Licensing of Soil Scientists

  • R. Scott Greene (Randolph County) - Greene works for DHHS as an Environmental Health Regional Specialist at the Raleigh Region's Onsite Water Protection Branch. He has been a licensed soil scientist since 1995.
  • C. Alan Clapp (Guilford County) - Clapp is the Environmental Health Director for Orange County. He received his Master of Science from NC A&T. This is a reappointment.
  • Dr. Michael J. Vepraskas (Wake County) - Dr. Vepraskas is a William Neal Reynolds Distinguished Professor of Soil Science at N.C. State University. He earned B.S. and M.S. degrees from the University of Wisconsin-Madison, and a Ph.D. degree from Texas A&M University. This is a reappointment.

    The purpose of the board is to protect life, property, health, and public welfare through regulation of the practice of soil science in the State.

Governor's Task Force on Safer Schools

  • Jeff White (Halifax County) - White is the Principal of Chaloner Middle School, where he is also a former student. He is a former detective with the Rocky Mount Police Department, where he worked for six years before realizing his passion for working with kids.
  • Caroline W. Daily (Johnston County) - Daily teaches 8th grade English/Language Arts at Riverwood Middle School.

    The purpose of the task force is to provide guidance to the Center for Safer Schools and to consider future policy and legislative action that is needed to improve school safety in North Carolina.
