    Key Messages

  • Don't delay. Act now to find permanent housing and develop a plan for recovery.
  • Deadline for FEMA registration and SBA disaster loan application is Jan. 9, 2016. Don't pass up the opportunity for resources that can help repair or rebuild your home.
  • If you are waiting for a potential buyout, be aware that this is a long process that starts at the local and state level. It can take two years or more, in some cases. Not every flooded home will qualify.
  • If you're living in a hotel paid by FEMA, this assistance is short term. It's not going to be long term.

    Designated Counties

  • A total of 49 counties are eligible for FEMA Public Assistance, Categories A through G, which includes grants for reimbursement of emergency costs, and permanent repair or replacement of disaster-damaged infrastructure resulting from Hurricane Matthew-- Anson, Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chatham, Chowan, Columbus, Cumberland, Craven, Currituck, Dare, Duplin, Edgecombe, Franklin, Gates, Greene, Halifax, Harnett, Hertford, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Martin, Montgomery, Moore, Nash, New Hanover, Northampton, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Richmond, Robeson, Sampson, Scotland, Tyrrell, Wake, Washington, Wayne and Wilson.
  • 45 counties are eligible for Individual Assistance, which can include grants for temporary housing and home repairs, and other programs to help individuals and households recover from the effects of the disaster - Anson, Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chatham, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Gates, Greene, Halifax, Harnett, Hertford, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Martin, Moore, Nash, Northampton, Onslow, Pasquotank, Pender, Perquimans, Pitt, Richmond, Robeson, Sampson, Scotland, Tyrrell, Wake, Washington, Wayne and Wilson.

    Individual Assistance

  • To register with FEMA: download FEMA's mobile app or register online at DisasterAssistance.gov. Call FEMA's Helpline at 800-621-3362 for voice, 711 and Video Relay Service. If you are deaf, hard of hearing or have a speech disability and use a TTY, call 800-462-7585.
  • Individuals who would like to meet with a FEMA representative in person can visit any of the Disaster Recovery Centers around the state (*Find a full list of open DRCs at the bottom of the report.)
  • Temporary Sheltering Assistance (TSA) is for eligible disaster survivors who are unable to stay in their homes and need a short-term place to stay when housing options in their area are limited. TSA is a temporary solution to help bridge the gap for survivors until they can find a more permanent housing solution. TSA is available in the following North Carolina counties: Columbus, Cumberland, Dare, Edgecombe, Harnett, Hoke, Johnston, Lenoir, Pitt, Robeson Wayne and Wilson. TSA-eligible applicants are authorized to remain in TSA lodging until Jan. 7, 2017 or until other viable housing options are identified.

    Help through SBA Disaster Loans

    The U.S. Small Business Administration (SBA) is the No. 1 source of disaster assistance, offering low-interest disaster loans to help homeowners, renters and businesses of all sizes and private non-profit organizations cover the cost of replacing lost or damaged personal property. SBA disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations. Total SBA loan dollars approved as of COB 12/14: $66.8 million.

    HUD Assistance

  • Those who lived in public housing or a multi-family Section 8 apartment or had a Housing Choice Voucher before Hurricane Matthew should contact both the housing provider that assisted them before the disaster and the HUD office in Greensboro, NC at the Survivor Assistance number: 336-851-8058 or by email at ⦁ hudhelpingu@hud.gov.
  • Homeowners concerned about foreclosure or next steps regarding their homes may connect with a HUD-approved housing counseling agency by calling 800-569-4287. They do not need to have a FHA loan to meet with a HUD approved housing counseling agency. There is never a fee for foreclosure prevention counseling.
  • Survivors concerned about housing discrimination after the disaster may contact HUD at: 800-669-9777 or 888-560-8913.
  • Recovery Housing operations include ongoing meetings with Winston-Salem Housing Authority and Princeville Housing Authority executive directors regarding housing options for Princeville public housing survivors and Concept of the Recovery operational meetings with Lumberton Housing Authority executive director regarding housing options for Lumberton Housing Authority Housing survivors.
  • DRC total survivors helped by HUD to date: 1,391; DRC HUD-subsidized survivors helped to date: 222; cumulative units located: 1,022; families who have found permanent housing: 112.

    Public Assistance

  • Completed 292 kick-off meetings and participated in 49 Applicant Briefings.
  • Federal Emergency Management Agency's (FEMA) Public Assistance (PA) Grant Program provides assistance to state, tribal and local governments and certain types of private nonprofit organizations to help communities quickly respond to and recover from the effects of Hurricane Matthew. Federal share obligations: $2.25 million.
  • Through the PA Program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures and the repair, replacement or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit (PNP) organizations. The PA Program also encourages protecting these damaged facilities from future events by providing assistance for hazard mitigation measures.
  • Providing the state with guidance on emergency protective measures.
  • Performing PDAs at the request of the state.

    Hazard Mitigation

  • A FEMA Mitigation Dam Assessment Report is being prepared for Hurricane Matthew in NC.
  • Four CEO mitigation advisors are staffing DRCs, providing survivors with advice and information on reducing personal and property risk. The cumulative interview total is 7,938.
  • FEMA advisers set up shop at some home improvement stores in Lenoir, Dare and Robeson counties to help residents get started on repairing the damage left behind by Hurricane Matthew.

    Environmental Historic Preservation

    ⦁ Supporting PA and IA for temporary facilities, debris removal, PDAs and housing mission.

    ⦁ Conducted EHP reviews for potential MHU sites.

    National Flood Insurance Program (NFIP)

  • As of Dec. 14, approximately 5,721 NFIP claims were submitted by North Carolina survivors. These claims have resulted in over $18 million in Advance Payments to North Carolina residents. The total amounts paid on all claims is $69.8 million.
  • National Flood Insurance Outreach specialists are conducting agent outreach in Wayne (21 agents), Wilson (18 agents), Cumberland (86 agents), Robeson (52 agents), Columbus (20 agents) an Edgecombe (15 agents) Counties.
  • As of Oct. 10, advance payments were authorized to provide expedited relief to NFIP policyholders who sustained flood damage from Hurricane Matthew. By paying up to 50 percent of the estimated covered losses.
  • Survivors with Flood Insurance questions can call the FEMA Helpline at 800-621-3362, Monday through Friday from 9 a.m. to 7 p.m. EST and select number 1 then option number 2. Call center staff can assist you with information regarding your policy and survivors' calls can also be transferred to their insurance carrier for additional assistance.

    Disaster Survivor Assistance

  • Disaster Survivor Assistance (DSA) crews are supporting the survivor recovery process in designated counties by offering survivors the opportunity to register, answering questions about the status of their application and providing on-the-spot resolution of program issues.
  • To date DSA teams have visited 78,940 homes and have interacted with 39,635 individuals; 41 counties have a limited DSA presence.
  • DSA teams also support Speakers Bureau events and provide disaster assistance information to community leaders.
  • Team members wear FEMA vests and have photo IDs. To safeguard against fraud and scams, survivors should always ask to see FEMA photo IDs if they are not visible.

  • If you have questions about the safety of food in your home, call the USDA Meat and Poultry Hotline at 888-MPHotline (888-674-6854) on weekdays from 10 a.m. to 4 p.m. EST or visit AskKaren.gov to chat live with a food safety specialist, available in English and Spanish.
  • Owners of meat and poultry producing businesses who have questions or concerns may contact the FSIS Small Plant Help Desk by phone at (877)FSIS-HELP ((877)374-7435,) by email at infosource@fsis.usda.gov, or 24/7 online at http://www.fsis.usda.gov
  • Disaster Legal Services (DLS) provides immediate temporary legal assistance to disaster survivors at no charge. Survivors with questions can call (800)662-7407.

    IRS Expands Tax Relief to Matthew Survivors in North Carolina

  • Storm survivors in designated counties have until March 15, 2017, to file certain individual and business tax returns and make certain tax payments. This includes an additional filing extension for those with valid extensions that ran out at midnight Oct. 17, 2016. Taxpayers in counties added later to the disaster area will automatically receive the same filing and payment relief.
  • Details on available tax relief can be found on the disaster relief page on IRS.gov.

    Fraud

  • Recovery officials encourage North Carolina residents to watch for and report any suspicious activity to the North Carolina consumer hotline at (877)566-7226.
  • There is no fee required to apply for, or to receive disaster assistance from FEMA.
  • There is also no fee to schedule or obtain a housing inspection from FEMA.
  • FEMA does not endorse any commercial businesses, products or services.
  • FEMA does not charge for its services.
  • If you suspect fraud, call the North Carolina consumer hotline at (877)566-7226 or FEMA Disaster Fraud Hotline at (866)720-5721.
  • All federal employees have an official badge/ID. Ask to see it.
