RALEIGH: Governor Roy Cooper has appointed members to the North Carolina Board of Transportation:

As new members:

Melvin M. Mitchell of Rocky Mount as a representative of the fourth transportation division. Mitchell is the President and Proprietor of the Melvin Mitchell Agency, Inc., an Exclusive Agency with Allstate Insurance Company. Mitchell serves as Secretary on the Nash UNC Health Care Board of Commissioners. He also serves on the Rocky Mount Boys Club, Triangle Bank, Greater Rocky Mount Family Practice and on the board of directors for Providence Bank.
Brad C. Lail of Hickory as a representative of the twelfth transportation division. Lail is employed in family businesses including Hickory Furniture Mart and Hotels. Lail served on the Hickory City Council for sixteen years. He has served on the Greater Hickory MPO, the NC Disciplinary Hearing Commission and the NC Building Code Council.

As reappointments:

Douglas "Allen" Moran of Manteo as a representative of the first transportation division. Capitan Moran serves with the Dare County Sheriff's Office where he manages the county's detention center, including 50 employees and $4 million budget. He also works with his wife, Caroline, as a real-estate team with Village Realty in Nags Head.
Thomas Taft, Jr. of Greenville as a representative of the second transportation division. Taft currently serves as a principal at Taft Family Ventures and is involved in developments of multifamily properties and has overseen major renovations of several projects across the Southeast. He also serves on the Greenville Board of Adjustments and the board of directors of the ECU Medical and Health Sciences Foundation.
Landon G. Zimmer of Wilmington as a representative of the third transportation division. Zimmer is responsible for project development, market selection, general corporate administration, and strategic planning as the in-house counsel for the Zimmer Development Company. Zimmer also serves on the North Carolina Wildlife Resources Commission and the Bald Head Island Transportation Authority Board of Trustees.
Valerie D. Jordan of Raleigh as a representative of the fifth transportation division. Jordan is the owner and lead consultant of Hunter J Group, LLC. She brings more than 20 years of experience in development, account services, and project management to the Transportation Board. Jordan previously worked as the US Services Renewals Manager at Cisco Systems in Research Triangle Park.
Grady Hunt of Pembroke as a representative of the sixth transportation division. Hunt is currently a partner at the law firm Hunt & Brooks and has served as legal counsel to several rural municipalities, including the Town of Pembroke and the Town of Maxton. He currently serves as legal counsel to the Board of Education for the Public Schools of Robeson County and Hoke County.
Michael S. Fox of Greensboro as Chair and as a representative of the seventh transportation division. Fox brings more than 25 years of legal experience to the Transportation Board. He has been listed in "Best Lawyers in America" in land use and zoning since 2007 and previously served on the Transportation Board from 2010 to 2013.
Lisa D. Mathis of Sanford as a representative of the eighth transportation division. Mathis owns ArtStudio, helping to spread art and design education to our next generation of creative leaders. She has served on various boards of community and civic organizations and schools, including PTAA president and board member of Cary Academy.
Andrew M. Perkins, Jr. of Winston-Salem as a representative of the ninth transportation division. Perkins is the Associate Vice Chancellor for business and finance/facilities at North Carolina Agricultural and Technical State University. Previously, he served with the U.S. Army Corp of Engineers as a Commander and District Engineer.
Anthony "Tony" Lathrop of Charlotte as a representative of the tenth transportation division. Lathrop is a partner with the law firm of Moore & Van Allen PLLC in Charlotte, specializing in commercial litigation, zoning, land use, and dispute resolution. He was a member of the Charlotte Mecklenburg Planning Commission and chaired the Commission for almost three years, from 2014 to 2017. Lathrop was also formerly a trustee of the NC Clean Water Management Trust Fund and currently sits on the Charlotte Advisory Board of the John S. and James L. Knight Foundation.
Cullie S. Tarleton of Blowing Rock as a representative of the eleventh transportation division. Tarleton brings decades of leadership experience in communications and broadcasting to the Transportation Board. He is a retired Senior Vice President and General Manager of WBT, WBTV, and WCCB-TV. Tarleton served in the North Carolina General Assembly from 2007 to 2010 and has served on various boards of directors for non-profit and charitable organizations.
William "Billy" Clarke of Fairview as a representative of the thirteenth transportation division. Clarke is a partner at Roberts & Stevens Attorneys at Law and brings over 30 years of experience in representing public and private clients in Environmental Law. Named to multiple lists of top lawyers, he is a native of western North Carolina and a graduate of Princeton and UNC School of Law.
Dirk Cody of Robbinsville as a representative of the fourteenth transportation division. Cody has served as project manager for Herve Cody Contractor in Robbinsville since 1988. He has also served as chairman of the Graham County Transportation Advisory Board since 2010. Cody is also the former chairman of the Graham County Health Board, County Board of Elections and served as the Vice Chairman of the County Commissioners.
