Pennsylvania voters strip governor of emergency powers
 
Unofficial returns from a referendum held Tuesday in Pennsylvania show that the state's voters have amended their state Constitution to strip the governor of most of his emergency powers.  Two separate questions were asked and both passed with about 53% of the vote.  One provides that any state of emergency declared by the governor automatically expires 21 days after it is declared unless it is extended by vote of the legislature.  The other authorizes the legislature to terminate any state of emergency at any time by majority vote of both houses of the legislature, with no veto available to the governor.
 
 
Voters in Switzerland will be going to the polls next month to vote in a referendum to strip their government of emergency powers.  The referendum was placed on the ballot by citizen petition and polls show it is llkely to pass..
 
In other referendum results from Tuesday five rural Oregon counties voted in favor of seceding from liberal Oregon and joining conservative Idaho.  Two other Oregon counties have already passed similar referenda.
