    A new report from the Thomas B. Fordham Institute, "America's Best and Worst Areas for School Quality," ranks Raleigh No. 48 out of 50 large metro areas. Charlotte ranks No. 24. Adam Tyner, associate director of research at the Fordham Institute, discusses the report's focus on academic growth.
