Drug Bust: Heroin | Eastern North Carolina Now

    On March 11, 2013, Investigators with the Beaufort County Sheriff's Office Narcotics Unit arrested Robert Alan Koonce, age 35, of 185 Wren Drive in Washington, Kelly Ophelia Allen, age 32, of 185 Wren Drive in Washington and Mark Anthony Cordon, age 29, of 3985 Kelly Road in Bath. Their arrests stemmed from Investigators conducting a traffic stop on a vehicle coming back from Greenville. Robert Koonce had an outstanding arrest warrant stemming from a probation violation at the time of the stop. Robert Koonce was placed under arrest and a search incident to arrest revealed 19 dosage units of heroin packaged in wax paper bindles. K-9 Elza was deployed on the vehicle and indicated on the vehicle for the presence of a narcotic. As a result of searching the vehicle Investigators seized a quantity of synthetic cannabinoid, a used syringe and folded dollar bill containing a quantity of cocaine.

    Robert Alan Koonce was arrested and charged with Possession with Intent to Sell and Deliver Heroin, Felony Possession of Schedule II Controlled Substance, Felony Maintaining a Vehicle to Facilitate Drug Activity and Possession of Drug Paraphernalia. Mark Anthony Cordon was arrested and charged with Felony Conspiracy to Sell and Deliver Heroin, Possession of Synthetic Cannabinoid, Possession of Drug Paraphernalia and Felony Maintaining a Vehicle to Facilitate Drug Activity. Kelly Ophelia Allen was arrested and charged with Felony Conspiracy to Sell and Deliver Heroin, Possession of Drug Paraphernalia and Felony Maintaining a Vehicle to Facilitate Drug Activity. Mark Cordon and Robert Koonce were confined in the Beaufort County Detention Center under a $25,000 secured bond. Kelly Allen was confined in the Beaufort County Detention Center under a $10,000 secured bond.
