During Roy Cooper's reign as governor, eastern North Carolina got hit by several hurricanes that did significant damage.  At the time, the slowness of getting aid to those who lost homes was a frequent complaint.  The hurricanes happened in 2016 and 2018.. In 2022 some of them were still living in hotels, and in 2024, a third of damaged home repair had not been completed.

Now, a review of that period has discovered that part of the problem was that Roy Cooper diverted $100 million in hurricane relief to low income housing instead.  Even one project Cooper built that was in the hurricane ravaged area did not give any priority to hurricane victims.  Instead, anyone who earned below $45,000 were served.
