Last week the Senate passed a budget that maintains the responsible budget growth that has defined Republican fiscal policies since 2011 and prioritizes tax relief, state employees who haven't received equitable treatment in previous years, and health care reform.
 
If North Carolina's tax burden has no effect on business decisions and the performance of the economy, as left-of-center politicians and editorialists have repeatedly insisted, then why are they so enamored with targeted tax breaks?

Although I support the tax cuts, budgetary restraint, and other fiscal policies adopted by the North Carolina General Assembly and Gov. Pat McCrory over the past two years, I have repeatedly urged policymakers and commentators alike to avoid making grandiose claims about their immediate effects.
