Just to add: In North Carolina, the Open Meetings Law requires that meetings of public bodies, including political party committees, to be conducted openly to ensure transparency. Exceptions are very specific: The only exceptions to this are generally related to personnel matters and very specified examples listed in the statutes. Pertaining to political meetings only internal campaign strategy and situations when political committees are working in conjunction with official bodies on situations such as filling vacancies. There is NO exception for general business or anything outside of the very specific things listed.

So, what are these people trying to hide? I would wager they are working very hard to hide the crimes that have been exposed by the articles on this site and by the long list of victims that are protesting the wrongs that have been wrought on them.

This sorry situation is a textbook example of why transparency is so important and why honesty and virtue are things to look for in our leaders.

Rather than having general supervision of the affairs of the Party within the county, with the advice and consent of the Executive Committee, Ms. Garris is unilaterally dictating to the Executive Committee. Oftentimes she doesn't even tell them what she is doing. If a member is bold enough to ask, she unilaterally excommunicates them.

She didn't like the results of the last Republican Convention, so she made her own committee (Victory Committee) to take their place. That's a complete violation of the Convention itself. Then she started unilaterally getting rid of convention elected members. That's a violation of the party Plan of Organization.

At this point, the Executive Committee should make hearings for excommunicated members a secondary concern and that is not something even on the horizon now. The first hearing before the committee should be for Ms. Garris and her crimes.

But is there even a functioning committee left? Are there enough knowledgeable members left? Are the majority of the existing members unethical shills for this departure from virtue? Any credible Beaufort County party may already be destroyed. The ramifications of this level of unopposed corruption are worse than many can immediately imagine. Grassroots Republicans in Beaufort County have been betrayed. Pray for the ethical leaders still left.

What hogwash. The Chair and her inner circle do not have the legitimate power to be the Executive Committee unilaterally. I've spoken with many of the Conservative Republican Club members that are also on the Beaufort County Republican Party Executive Committee. They all said that in Conservative Club meetings, they have given the recusal vote speech on some matters because of conflict of interest so many times that most of them don't even do it anymore for the sake of time. They just don't vote or vote recuse. If the present-day Beaufort County Republican Party would have a hearing this all could come out, but that is not what these power mongers want. They want an exclusive party and sole control of it.

The way this is going under the 'leadership' of these monsters, an executive committee meeting will be listening to speeches from their favorites, finish running all (those undesirable-to them), conservatives off, sing a little self-congratulation song, and let that shadowy "Victory Committee," who-ever-they-are, handle all the Executive Committee business and report to no one. This is not an executive committee operating under the Plan of Organization. It is the Mafia.

These people have illegally erased the results of the last county convention and are now illegally running the party with an illegal shadow committee. They are not operating under any legal Republican Party Plan of Organization.

They are working well outside of their own plan of organization and the state plan of organization. CP: You're right. The Chairwoman is not removing people from the committee by the procedures of the Plan of Organization. She is doing these things unilaterally. She's abusing her power and is out of control. The Plan does not give her the power to be accuser, judge, and jury.

Additionally, the Plan does not give her (and her friends) the power to unilaterally make decisions and spend money without the permission of the Executive Committee.

Stan: I know several Republican candidates, and they are not happy with this party situation, especially extending into their primaries. I guess the only Republican candidates that could be alright with any of this are the ones that are actually part of or affiliated with this corrupt political machine. I suppose this is what they want. For me that's a good reason not to vote for the candidates aligned with this corrupt monstrosity of a party.

It's time for all to be disclosed and dealt with. Let the chips fall where they may. Time for some resignations, because I believe there is plenty of guilt to go around.

That's absurd alright. The Forrest woman has said so many whacky things. I remember her writing something like, 'the old white-headed men that built the local Republican Party want to sexually assault Ms. Garris.' As I remember it the statement was either preceded or followed by a laundry list of hateful names that we usually get from only the nuttiest of the Democrats. She seems very angry at people that hardly even know who she is. The old girl is lost in space and has no credibility whatsoever.

There is so much here in the article. One thing that stands out to me is that Ms. Garris accuses Adam O'Neal of portraying himself as the Beaufort County Republican Party when he doesn't, and she claims to be the Beaufort County Party when she isn't. She seems to be both diabolical and delusional.

Another thing: I imagine Ms. Garris has erased most of the names of the executive committee members elected from the last county convention that she does not approve of. As we see she is still working that process. Other members that are never seen unless a vote or motion is needed (like Knox) are kept around for insurance. It has long been suspected that this category of member has a perpetual "excused absence" while others are being either illegally forced out or confused out by the ever-changing dates and locations of the meetings. It is getting to be a long time since there has been an actual meeting.

As anyone can see just from this article these are only a couple of the TONS of corruption going on within this party under the current leadership.

There are the Plan of Organization rules and there are the Garris rules. They are incompatible, because the Garris rules are violations of the official rules. It appears that the committee needs to have a meeting without Ms. Garris leading it. I do not have any confidence that she will deal with any of the issues that should be before the committee unless she can put together some kind of flimflam configuration of the board where she can sweep all this under the rug. This is a sad state of affairs.

It seems to me the committee should meet with a vice-chair leading it, unless Ms. Garris has unlawfully excommunicated ALL of the vice-chairs at this point in time. There should also be an observer assigned from the district or state level. Everything should be put before the committee and dealt with under the Plan of Organization of the party. This does not need to drag on any longer. Deal with all of it honestly - every bit of it.

I've got more questions and concerns regarding the unscrupulous people in the local party. About this "Victory Committee:" Who is on it besides Carolyn Garris and Keith Kidwell? I've asked executive committee members that I know and they tell me who they think may be on the committee, but they don't know for sure. Let that sink in. Executive Committee members do not even know who is on one of their standing committees.

Also, under Powers and Duties of the county plan the County Chair and Vice-Chair shall be ex-officio members of all committees. Have the present-day 1st Vice-Chair or 2nd Vice-Chair ever attended a "Victory Committee" meeting? The current 2nd Vice-Chair has been "pronounced" off the executive committee solely on the made-up authority of Chairperson Garris and the rumor of dubious testimony to her from her Philly friend that has a long record of lying and scheming to legendary heights of dishonesty. I get the feeling that these duly elected officers are not welcome on this shadow committee or any other committee. That is just one more rule violation by these people that have no respect at all for rules.

Consider this: The "Victory Committee" was not formed by the existing Beaufort County Executive Committee. I'm led to believe it was created by present Chairperson Garris with the possible blessing of the previous executive committee before the last county convention or not. This is surely not a legal committee at this time.

Also consider this: The "Victory Committee" does not report to the Beaufort County Republican Party Executive Committee. This is not legal either.

And consider this: The "Victory Committee" acts independently of the Executive Committee and spends money independently of the Executive Committee. At this time, they are illegally acting in place of the Beaufort County Republican Party Executive Committee.

If there is a more corrupt party organization in the state of North Carolina than this one, I would be very surprised. They make past serious indiscretions of previous committees look like Sunday school. They are a disgrace.

RH: I agree, Monica Davis running for school board in district 6 looks like a Lib plant and many of us can guess by who. Her incumbent Republican opponent is solid. That is an easy choice. Vote Rader in district 6.
The NC House District 79 race is more complicated simply because thuggery and harassment is not an issue by some and is an issue by others; especially when it involves friends and family.

At this point all I know is there are two I'll consider, there are two I'll not consider, and there is one I'm waiting to see about. Of course, the registered Democrat will not be considered, because he is a radical socialist and he voted against Snowden School. Stan Deatherage has a conservative record, and he voted for Snowden School, so he is one of the first two.

With Limited Voting I can only vote for one, but my wife and I can vote for two. I've got to think about that though.

When it is all said and done, we will know who the essentially Democrat Republicans are. The other tip off will be if Carolyn Garris calls on them, that's the Dem.

Stan: Yes, there have been some unscrupulous characters in the local party. But as you correctly pointed out there was in the past always a large element of the Beaufort County GOP that could be depended on to be straight up, and they had some power and influence in the party. At times they had a lot of power in the party. Presently there are still good people in the GOP, but they are under such ruthless, devious and sometimes violent attacks from the unscrupulous elements that they do not have power like in the past. The credible people are beaten down because they are under constant attack by thugs that want this as their private club and as a base for their corrupt ventures.

I think the 2019 (Yellow Sheet) county convention was a dividing line. We found out then how much some of these people truly hate us. Time has proven the haters bring nothing good to our community. Because of the harm they have done, the party badly needs reform. At the very least, bring it back under the plan of organization and basic decency. That's really not too much to expect.

In the meantime, the community and Republican candidates have to put up with this crap party.

I agree with your observations, Stan. The hostile RINO takeover of the local party has transformed the party from an apparatus that helps Republicans into an apparatus that excludes and works against local conservatives while supporting the RINOs and RINO Whisperers. It seems like this mission has priority over working against Democrats in general elections.

For example, I got a phone call the other night asking me to check out Face Book. I don't even like FB so I was not inclined to do it until he asked me, who is the person that bounces around FB giving thumbs ups using the name Beaufort County Republican Party? That's actually a very good question. I'll bet most of the members of the executive committee do not know the answer to that question.

So, I looked a little. Sure enough, the insiders and especially the insider candidates were getting all kinds of love fest Beaufort County Republican Party thumbs ups. Looked up some conservative Republican candidates and office holders I vote for. They were getting thumbs ups, but no action from Beaufort County Republican Party. Looks like somebody gets to choose IN PRIMARY SEASON for the real Beaufort County Republican Party. I wonder who gets to exert this power and by what authority? I haven't even gotten to the discretionary and ethics problems of these actions because the authority issue looms so large.

The people that take and use these unauthorized powers are the same people that attack local Republican officeholders and insinuate they are representing the Beaufort County Republican Party to the media when they are not. They are the same people that have a long and growing history of falsely charging Republicans they do not like with false crimes that have to be resolved over time by outside arbitration, after having no hearing from the local committee. They are the same people that use threats and much worse against fellow Republicans.

I've only touched the surface of this ugly situation. These corrupt and hostile people are not fit to be the face of the Republican Party or anything else. They have proven this by their abuse of power and their rotten actions over an extended period of time.

I can only guess. Adam has a distinguished record as a Republican in Beaufort County. It's my understanding that early on he worked within the local Republican Party and played a big role in party building in this county. More recently he holds the distinction of being a multi-term Republican mayor of a Beaufort County town with a high percentage of minorities. That tells me he earned a lot of trust from his constituents.

I suppose it's been a while since Adam has actually worked in the local party infrastructure. I'm wondering if that might be some of their problem. Many of these recent party leaders that have parachuted in from parts afar and are allied with their recent Democrat scalawag friends seem to be control freaks. Dictators at heart and willing to use any means to do it. They show that with their constant attacks in the form of dishonest and illegal party actions against Republican Party activists they do not like. Adam O'Neal is a strong Republican, but he is not in that party infrastructure at this time in his life. Since they could not go after him from the party infrastructure direction, it seems they tried a strategy of deceitful character assassination. They went that way since they could not control him within the party using their usual disgusting methods.

I guess the short answer is they do not like anything they cannot control. That's all my guess. There is no guessing about the vile actions of a group of party leaders as they attack good Republicans by misusing their positions within the party. There is no guessing there. These are facts.

I'm open to other interpretations of what makes these corrupt people tick.

The self-proclaimed "real Republicans" are everything they claim others are: It's hypocrisy. It's worse than hypocrisy. I also believe there is not much these people are not capable of in the form of perniciousness.

I wish Adam O'Neal the best in defending himself against the fake party attack (by the so called "real Republicans") by way of that tape paid for by the county Republican Party but not authorized by the Republican Party Executive Committee. The Chairperson and the Treasurer would have a lot of explaining to do in any legitimate organization. It's been months and there are still no explanations in this committee led by swindler party officers. In an above-board organization, that would not be appropriate. These crooks are furiously working to sweep all this under the rug, leaving a trail of new attacks on more innocent people. The trail of mistreated local Republicans is getting longer and longer.

Just months ago, there was the uncalled-for bullying of a Republican School Board member. A few years ago, there was the false party charges on a now sitting member of the County Commission. It took outside arbitration to clear this innocent Republican from the viciousness of these people. Now it's two innocent county executive committee members. One is a vice chairperson.

The scoundrels that "Brandon" represents are not interested in a united Republican Party. He said as much in his statement. A successful party to them is to excommunicate everyone that is not in their crowd. These people have a long history of using noxious tactics in their quest to purge the party of everyone not conforming to their lawlessness, their lack of adherence to the Republican Party platform for guidance in governance, and their outright hatefulness.

What they have created is not a strong party. They have created an exclusive party. They have created a corrupt party.

TBT like the Party Chairperson is distorting the plans of organization: State and County. I don't know if this is being uninformed or being dishonest.

In item 1. It is impossible for a serving public official to resign his ex-officio status as long as he is a serving public official.

In item 3. of the State Plan there is only a claim by the Chairperson (and her controversial acting "private investigator" in the shadows) that any of this occurred. Both Mrs. Knight and Mrs. Clark deny all of it. At that time, they were actually working for Mrs. Clark's election in the nonpartisan Washington municipal race. Mrs. Calrk is a Republican candidate. Why are the accused denied a hearing?

As always, these pronouncements have been made by the Chairperson, while completely leaving out the Executive Committee and due process.

Leaving out the Executive Committee is standard fare for these characters. There is a long list of violations that significant numbers of the Executive Committee want addressed. The leadership has stalled these efforts for months. In the interim, the Chairperson and her group are concocting ways to reduce the number of honest and knowledgeable executive committee members. That is what is going on now.

People that will not work in good faith with the rules of an organization should not have leadership roles in the organization. Weak committees in past years have allowed these people to become more and more brazen in their violations of party organization rules. These people did not like the results of the last county convention and the addition of new executive committee members so much that they so far have left the committee out entirely.

The only violations I can see are the violations of party rules by the Chairperson and the cabal known as the "Victory Committee." These infractions are very serious infractions.

It seems like Chairwoman Garris & Company are using this illegal and unaccountable "Victory Committee" to plan and spend on pet projects without Beaufort County Executive Committee approval. While doing this they are placing the Beaufort County Republican Party label on the unauthorized actions. They have in effect created a de facto political action committee paid for by the county Republican Party and using the authority of the Beaufort County Republican Party which was not given.

It appears that Garris & Friends are doing what they are accusing others of doing and then demanding innocent people "automatically resign" with no due process so they cannot bring her to account for her abuse of power. She ignores all legitimate committee functions, including hearings for people she says are off the committee because of her pronouncements. She has made a mockery of the plan of organization.

The legitimate authority of the Beaufort County Republican Party comes from the advice and consent of the Beaufort County Republican Party Executive Committee and not some secret unauthorized cabal of characters. The things going on here constitute fraud on a multitude of levels.

From what I'm hearing, I doubt this can be sorted out without honest outside arbitration.

There is no internal transparency at all. The appropriate time of reckoning was months ago. A significant number of the executive committee is wanting the issues dealt with. The crooked leadership has delayed for months and is now attacking working members of the committee and trying to illegally have them removed. It is not the honest brokers on the committee that are blocking having these issues dealt with. What we are seeing played out before us is the reckoning that will come from people such as this as they delay for the time to erase all opposition. I'm sure the plan is then to move on after leaving a trail of mistreated people, making a mockery of executive committee rules including due process, and running more good people out of the party entirely. The result of this trail of destruction will lead to a local Republican Party even more alienated from honest people capable of recognizing corruption or even caring about corruption at all.

Ignoring and erasing the results of the last county convention while operating in the form of an illegal, unaccountable shadow committee are not the actions of anyone worthy of a leadership position. The gyrations going on over the last few months are the preparation for sweeping these major issues of abuse of power under the rug. What we are seeing here is about as bad as it gets.

Asking people to support someone who hates them is asking a lot. The guy that hates me is not likely to be my choice to represent me. Furthermore, others can't decide what means something to me. My friends and my representatives that are under vicious attack do mean something to me. Nobody gets a free pass to do anything card. Nobody should. NO one person is that important.

The Kidwell situation is a shame. I gather from my conversations with local conservatives that any support Kidwell is losing is due to three things: 1) His domineering the local party and shutting people out. 2) His attacks on local conservative officeholders. 3) His perceived primary support in the local primaries. All of these things are his choices. If there are reactions to those choices, that's on him. You can't expect people to be dumped on and then ask them to support it.

I don't know much about Armstrong. I do know people are wanting to hear from him because Kidwell has alienated them.

It's actually the opposite of what TBT is saying. The county commission is presently being controlled by an alliance of two recent Democrats with two still registered Democrats. That gives this coalition a four to three ruling majority. The Beaufort County Republican Party backs the two recent Democrats that changed to Republican to get elected. The misinformation is coming from TBT.

These major indiscretions within the Beaufort County Republican Party are the harvest of years of party officers using their positions dishonestly and overstepping their powers for their own advantage. That we have people capable of such corruption is hard to believe. The fact that we have people among us that are OK with this level of corruption is disgusting. Beaufort County is a red county.
