Governor McCrory Announces Appointments | Eastern North Carolina Now

    Raleigh, NC     The Office of Governor Pat McCrory announced the following appointments today:

    North Carolina Youth Advisory Council

   •  Daniel Freeman (Mecklenburg County) - Freeman is the president and managing director of Synergie Professional Solutions in Charlotte. He works with youth through various activities such as coaching and mentoring programs.

   •  Olga Perkins (Guilford County) - Perkins is a Spanish teacher at New Garden Friends School in Greensboro. Prior to joining the school in 2011, she taught at Caldwell Academy for 13 years. In 2009, she co-founded "A Dance for Hope" to raise money for the Greensboro Urban Ministry.

   •  Don Byrd (Johnston County) - Byrd was president of the Future Farmers of America at West Johnston High School and served as one of 15 national delegates from North Carolina to participate in the 85th National FFA Convention in 2012. He is now a student at UNC-Chapel Hill majoring in business administration.

   •  Susan Mills (Cumberland County) - Mills is a part-time pharmaceutical sales representative. She currently volunteers with the Red Cross and serves on the Cumberland County Library Board of Trustees.

   •  Marsh Lyall (Wilkes County) - Lyall is a former teacher and superintendent of the Wilkes County School System. He was born and raised in the county and only worked outside the county for about 12 years after graduating from college. He has been active in the Rotary Club of North Wilkesboro for 30 years.

   •  Carmen Ledford (Lee County)> - Ledford is an advocate for the home school community and home schools her two children. She spends much of her free time volunteering with various organizations.

   •  Michael Woods (Buncombe County) - Woods is the executive director and CEO of Western Carolina Rescue Mission in Asheville. Prior to taking over that role in 2010, he was the director of operations. He has a B.A. in business administration from East Tennessee State University.

   •  David Leonetti (Catawba County) - Leonetti is the community development manager for the city of Hickory. Additionally, he is the advisor for the Hickory Youth Council. Leonetti will hold the seat designated for a local youth council advisor.

   •  Richard "Ricky" Parks (Nash County) - Parks is a supervisor with the Rocky Mount Police Department. He has 25 years of law enforcement experience, all of which has been in Nash County. He is involved with several other local community groups on a volunteer basis. Parks will serve as chair of the council.

   •  Emmanuel C. Holder, Sr. (Wake County) - Holder is the outreach coordinator for Neighbor to Neighbor Ministries, Inc. He spends his free time volunteering with Young Life and Oak City Academy.

    The Youth Advisory Council advises the youth councils of North Carolina, encourages state and local councils to take an active part in governmental and civic affairs, promotes and participates in leadership and citizenship programs and cooperates with other youth-oriented groups. It also receives and recommends expenditure of gifts and grants from public and private donors on behalf of the Department of Administration. The council has 20 members and the governor appoints 10 adult members. The term length is two years.

    North Carolina Geographic Information Coordinating Council

    Joseph Sloop (Forsyth County) - Sloop is a geographic information officer for Forsyth County. He has also served as town manager for the town of Yadkinville. Sloop received a bachelor's degree and master's degree in geography from Appalachian State University. He received a Ph.D. in geography from UNC-Greensboro. Sloop will be filling the position designated for an employee of a county government, nominated by the North Carolina Association of County Commissioners.

    The North Carolina Geographic Information Coordinating Council is established to develop policies regarding the utilization of geographic information, GIS systems and other related technologies. The council shall be responsible for the following: (1) Strategic planning. (2) Resolution of policy and technology issues. (3) Coordination, direction, and oversight of State, local, and private GIS efforts. (4) Advising the governor, the General Assembly and the state chief information officer as to needed directions, responsibilities and funding regarding geographic information. The purpose of this statewide geographic information coordination effort shall be to further cooperation among state, federal, and local government agencies, academic institutions and the private sector to improve the quality, access, cost effectiveness and utility of North Carolina's geographic information and to promote geographic information as a strategic resource in the state. The council shall be located in the Office of the Governor for organizational, budgetary and administrative purposes. The term length is three years.

    North Carolina Inmate Grievance Resolution Board

   •  Wesley Barkley (Catawba County) - Barkley is a partner at Sigmon, Isenhower and Barkley. His practice areas include criminal and traffic law, torts, real estate and trial practice. He attended Gardner-Webb University and Campbell Law School. Barkley will be filling the position designated for an attorney recommended by the Council of the North Carolina State Bar.

   •  The board investigates matters involving grievances or complaints that are filed by prison inmates. The term length is four years.

   •  North Carolina Board of Landscape Architects

   •  John Ross (Henderson County) - Ross is the president and CEO of John Ross, Inc., a landscape company. He attended Wofford College. Ross will represent the interest of the public at large.

   •  The board approves exam candidates and issues permits and licenses to landscape architects. The term length is four years, two consecutive.

    North Carolina State Historical Records Advisory Board

    Scott Lancaster (New Hanover County) - Lancaster attended UNC-Wilmington. He will be representing an at-large position on the board.

    The board's main duties are to coordinate the activities of the National Historical Publications and Records Commission in the state. The majority shall have recognized experience in administration of historical records and archives, either as professional archivists, records managers and/or historians. The term length is four years.

    Governor's Crime Commission

    Gale Wilkins (Wake County) - Wilkins is the executive director of the Council for Women with the North Carolina Department of Administration. She was the founder and director of Family Education Initiative. She attended North Carolina State University. Wilkins will fill a position designated for someone from a domestic violence or sexual assault program.

    The commission advises the governor on matters related to the criminal justice system and makes recommendations for improving the justice system, protecting individual rights and promoting public safety. The commission has 37 voting members and five nonvoting members. The term length is three years.
