Governor McCrory Announces Appointments | Eastern North Carolina Now

    Raleigh, NC     The Office of Governor Pat McCrory announced the following appointments today:

    North Carolina Early Childhood Advisory Council

   •  Dr. Mary Susan Fulghum (Wake County) - Dr. Fulghum is a retired OB/GYN in Raleigh. She will serve as chairman of the board.

   •  Dr. Nancy Brown (Wake County) - Dr. Brown serves as chairman of the NC Partnership for Children. She served as head of the Child Care Day Care Section, a precursor to the Division of Child Development and Early Education.

   •  Rob Kindsvatter (Wake County) - Kindsvatter is the director of the Division of Child Development and Early Education at the Department of Health and Human Services (DHHS).

   •  Wayne Black (Wake County) - Black was named DHHS social services director in May. He has worked in social services for 37 years.

   •  Lisa Kittrell (Carteret County) - Kittrell is the director of elementary education for the Carteret County public school system.

   •  Silvia Bayer (Lee County) - Bayer is the coordinator of public and private Pre-K programs for Lee County Schools. Prior to that she was the principal of nor Pat J. Glenn Edwards Elementary School.

   •  Khari Garvin (Guilford County) - Garvin is the director of the NC Head Start State Collaboration Office. He has been working with Head Start since 1999. He is being reappointed to this board.

   •  Rhett Mabry (Mecklenberg County) - Mabry is the vice president of the Duke Endowment. He has also been the director of childcare since 1998. He is being reappointed to this board.

   •  John Pruette (Guilford County) - Pruette is the director in the Office of Early Learning for the Department of Public Instruction. He is a reappointment to the board.

   •  Kim Soucek (Watauga County) - Soucek is a parent and communications professional. She graduated from the University of Alabama.

   •  Karen Miller (Cumberland County) - Miller is the chief of the child, youth and school services at Ft. Bragg.

   •  Dr. Jennifer Squires (Mecklenburg County) - Dr. Squires is a pediatrician at Novant Health Walker Pediatrics in Charlotte.

   •  Jennifer Frazelle (Wake County) - Frazelle is the programs and student services academic programs representative of the North Carolina Community Colleges System.

   •  Mary Ruth Coleman (Beaufort County) - Coleman works in the Early Intervention Services field, specializing in gifted children.

   •  Dr. Tina Starling (Wake County) - Dr. Starling is a math education teacher at NC State University and previously taught at Wake Technical Community College.

   •  Kelley Huff (Stanly County) - Huff is the owner and director of Richfield Child Development Center, a five-star, family-owned child care facility.

   •  Glenda P. Weinert (Buncombe County) - Weinert serves as chief financial officer at GCW Enterprises, Inc in Asheville. She serves as chair of the NC Child Care Commission.

   •  Dr. Alisa Chapman (Orange County) - Dr. Chapman responds to K-16 education system initiatives, policy implementation and legislation impacting teacher and school leader preparation and development throughout the UNC general administration.

   •  Dr. Ronald Haskins (Washington, DC) - Dr. Haskins is a senior fellow in the Economic Studies Program and co-director of the Center on Children and Families at the Brookings Institution and senior consultant at the Annie E. Casey Foundation in Baltimore, Maryland.

   •  Dr. Richard M. Clifford (Orange County) - Dr. Clifford is a senior scientist at the Frank Porter Graham Child Development Center at UNC-Chapel Hill. He is also a research associate professor in the School of Education. He is co-director of both the National Center for Early Development and Learning and the National Pre-K Center.

   •  Dr. Kevin Ryan (Wake County) - Ryan is the chief of the Women's and Children's Health Section at the Division of Public Health.

   •  Senator Ron Rabin (Harnett County) - Senator Rabin is currently serving his first term in the North Carolina Senate. He is a vice chairman of the Finance Committee and serves as a member of both the Education and Health Care Committees.

   •  Representative Justin Burr (Stanly County) - Rep. Burr is currently serving his third term in the North Carolina House of Representatives. He is chairman of Appropriations and vice chairman of Elections, Finance, Health and Human Services, and Rules Committees.

    Members are tasked with creating and sustaining a shared vision for young children and a comprehensive, integrated system of family strengthening services. The council oversees North Carolina's Early Childhood System Building Grant issued by the U.S. Department of Health and Human Services. The Race to the Top Early Learning Challenge Grant also falls under the purview of the council. Members serve at the pleasure of the governor.

    The council will hold its first meeting tomorrow at 10 a.m. in the Innovation Center at the Department of Environment and Natural Resources Building, 217 W. Jones Street in downtown Raleigh.
