Governor McCrory Announces Appointments

Raleigh, N.C. The Office of Governor Pat McCrory announced the following appointments today:
North Carolina Lottery Commission
• William K. Griffin, Jr. (Durham County) - Griffin has been appointed as a member and chairman. Griffin is President/CEO of Griffin Associates Realtors. The company has been active in developing and serving the real estate needs of Durham since 1977. Griffin assisted in the development of several communities across the state. He served on the Durham City Council from 1979 to 1983 and is the past president for numerous boards including the Durham Regional Association of Realtors and the Sales and Marketing Executives of Durham. In 2013, he was inducted into the C.E. Phillips, Jr. Wall of Fame by the Durham Regional Association of Realtors. He is a graduate of Guilford College.
The commission specifies the types of lottery games and gaming technology to be used; prescribes the nature of advertising; specifies the number and value of prizes for winning tickets or shares in lottery games; specifies the rules of the lottery games and the method of determining winners; specifies retail sales price for tickets or shares and establishes a system to claim prizes. The commission approves and authorizes the Director to enter into agreements with other states to operate and promote multi-state lotteries and any other powers necessary for the commission to carry out its responsibilities.
North Carolina Board of Chiropractic Examiners
• Adam Bridgers (Mecklenburg County) - Bridgers is an associate in the Charlotte law office of Fisher and Phillips. He has practiced for over five years and represents businesses and business owners across North Carolina faced with business and employment related disputes. Bridgers has experience at both the state and federal levels, including several cases before the North Carolina Business Court. During law school, Adam was Editor-in-Chief of the Charlotte Law Review and a member of the moot court team.
The board regulates the practice of chiropractic in N.C. to determine the qualifications of individuals seeking to practice chiropractic, authorizes persons who have met the statutory requirements the privilege to so practice, and enforces the statutory provisions governing practice of chiropractic.
North Carolina State Ports Authority Board of Directors
• William N. Keady, Jr. (Carteret County) - Keadey is a Certified Public Accountant from Emerald Isle. He enjoyed a long professional career with nationally-known financial consulting firm Deloitte, serving as partner in both the Dayton, Ohio and the Raleigh offices. He currently serves on the Emerald Isle Planning Board and has served on various committees and boards such as the Chamber of Commerce, Food Bank, United Way, the Triangle Foundation, and the Dayton Engineers Club. This is a reappointment.
The authority promotes, develops, constructs, equips, maintains and operates the harbors and seaports within the state or within the jurisdiction of the state. It also maintains internal improvements including the acquisition, construction, maintenance and operation at such seaports or harbors of watercraft, highways and bridges essential for the proper operation of the ports.
North Carolina Environmental Management Commission
• Steven J. Rowlan (Mecklenburg County) - Rowlan is the Director of Environmental Affairs at Nucor. He is located in the company's corporate headquarters in Charlotte. Rowlan has testified on job creation and pollution reduction before the United States Senate and U.S. House of Representatives.
The commission's duty is to promulgate rules to be followed in the protection, preservation, enhancement of the water and air resources of the State.
Clean Water Management Trust Fund II
• E. Greer Cawood (Forsyth County) - Cawood has been a consultant for the Arts Council of Winston-Salem/Forsyth County, managing advocacy efforts for state and local arts funding and advising the president and CEO on policy matters. Cawood managed Wachovia Corporation's office of public policy for five years and its corporate communications office for two years. She was floor assistant for Senate Majority Leader Trent Lott (R-Miss.), and has worked for Senator Jesse Helms. This is a reappointment.
The Clean Water Management Trust Fund is established as a special revenue fund to be administered by the Department of Environment and Natural Resources.
North Carolina State Youth Advisory Council
• Susan Mills (Cumberland County) - Mills has been appointed chairman. She is a family and consumer science teacher at Midway High School. She currently volunteers with the Red Cross and serves on the Cumberland County Library Board of Trustees.
The council advises the youth councils of North Carolina, encourages state and local councils to take an active part in governmental and civic affairs, promotes and participates in leadership and citizenship programs and cooperates with other youth-oriented groups. It also receives and recommends expenditure of gifts and grants from public and private donors on behalf of the Department of Administration.
North Carolina Parks and Recreation Authority
• Ann H. Babcock (Buncombe County) - Babcock is retired from the real estate firm Beverly-Hanks & Associates and is a green certified ECO consultant. This is a reappointment.
The Parks and Recreation Authority receives private and public donations, appropriations, grants, and revenue for the Parks and Recreation Trust Fund. Members work to allocate funds for land acquisitions. repairs and improvements.
North Carolina Occupational Safety & Health Review Commission
• Richard Pearson (Wake County) - Dr. Pearson is a forensic consultant with his own company and has over 35 years of experience in the forensic field. Additionally, he was a professor of Industrial Engineering at NC State University from 1970-2001. This is a reappointment.
The board hears and issues decisions on appeals entered from citations, abatement periods and penalties issued by the Occupational Safety and Health Division of the Department of Labor.
North Carolina Recreational Therapy Licensure Board
Dr. John Aguilar (Wayne County) - Dr. Aguilar is an Assistant Professor at Wake Forest University and Fellow at Wake Forest Health Medical Center, as well as a Physical Medicine & Rehabilitation doctor located in Winston Salem. He has been listed in the National Provider Identifier registry for five years. He graduated from East Carolina University School of Medicine in 2010 where he specialized primarily in Physical Medicine and Rehabilitation.
Board duties are to review credentials of therapeutic recreation professionals who practice in North Carolina and use titles Therapeutic Recreation Specialist (TRS) or Therapeutic Recreation Assistant URA). The board has eight members, each serving a three-year term, The governor appoints three members.
