Press Release:

The North Carolina Republican Party's (NCGOP) delegate selection to the Republican National Convention is underway. Here are the facts about the Party's process to help answer questions and clear up any misconceptions.

The Basics

  • North Carolina has 72 delegates, the sixth largest delegation in the country.
  • Delegates are awarded proportionally based on the statewide vote totals from North Carolina's March 15th primary. All Delegates are in "one pot" and are bound for the first ballot at the National Convention. If voting goes to a second round, delegates are released.
  • North Carolina's grassroots activists and local Party leaders elect delegates at both our April Congressional District Conventions and at the Party's State Convention in May.
  • The NCGOP Chairman, Republican National Committeeman and Committeewoman are automatic delegates. They are pledged delegates for the first ballot like all other delegates from North Carolina.
  • Should a NCGOP delegate not vote for their pledged candidate on the first ballot, the delegate will forfeit his/her right to hold any office within the NCGOP for 10 years and the NCGOP may assess liquidated damages against the delegate in the amount of $10,000.

What is the selection process at Congressional District Conventions?

  • Each Congressional District Convention will elect three delegates and 3 alternate delegates to the Republican National Convention for a total of 39 delegates and 39 alternates.
  • Attendees voting at each Congressional District Convention are grassroots activists and local party leaders elected at Precinct and County Conventions to serve as delegates to their respective District Conventions.
  • Precinct, County and District Conventions are widely advertised to encourage vast participation. This year's conventions have been heavily attended by the Party's grassroots activists and local leaders.
  • Congressional District Conventions are held throughout April and hosted by each district's executive committee.
  • All delegate candidates must declare their preferred candidate at the District Convention.
  • Every effort will be made to assign delegates to their preferred candidate, which they declared at their District Convention. Additionally, all delegates and alternate delegates pledge to support other candidates, if necessary, in order to balance the proportional delegate allocation.

What is the selection process at the NCGOP State Convention?

  • North Carolina's 30 at-large delegates and alternates are nominated and confirmed by a slate at the Party's State Convention.
  • Interested Republicans can complete an online application at www.ncgopconvention.com.
  • Earlier this year, a committee was appointed to create a slate to be presented to the State Convention.
  • The committee is made up of Republican grassroots activists and local party leaders from across North Carolina. Each Congressional District Chair appointed one committee member and Chairman Harnett appointed 3 committee members and selected the Committee Chair.
  • All submitted applications will be reviewed and evaluated by the committee, and a slate will be formed.
  • State Convention will be held the first weekend in May in Greensboro, North Carolina.

How many delegates are bound to each candidate?

  • Donald Trump: 29
  • Ted Cruz: 27
  • John Kasich: 9
  • Marco Rubio: 6
  • Ben Carson 1

What happens to Marco Rubio and Ben Carson's delegates?

Marco Rubio and Ben Carson's delegates will be bound to them in the first round at the Republican National Convention. Should additional rounds of voting be necessary, their delegates, as well as the 65 others, will be unbound.
