    In accordance with section 116 of division A of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 (H.R. 4378; the "Act"), I hereby designate as emergency requirements all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the account referenced in section 116.

    The details of this action are set forth in the enclosed memorandum from the Acting Director of the Office of Management and Budget.
