Frank was born in Beaufort County on April 22, 1958, son of the late Edward Leslie Fuller and the late Cassie Smith Tyson. He was a 1976 graduate of J. H. Rose High School in Greenville and continued his education at Pitt County Community College. On December 31, 1999, he married the love of his life, the former Stephanie A. Braddy. He worked as a salesman at Coastal Car Connection in Washington. He loved going to car shows, riding his side by side, and playing his base guitar, which he had played forty plus years. He used his ability to play guitar for the Lord by playing in church and their praise team. His love for his Lord and Savior led him to become an ordained minister in the Pentecostal church. Frank dearly loved his mission trips to Kazakhstan, Argentina, and Jamaica to head up vacation bible school.

Surviving along with his wife, Stephanie, of the home are his children: Cassie Fuller of Colorado, Deanna Tankard and her husband Billy of Bath, Jenna F. Brewer and her husband Cody of Washington; a brother: Carl Fuller and his wife Bonnie of Lumberton, grandchildren: Hannah Silverthorne, Allison Morgan, Kaitlynn Brewer, Brantley Morgan, Lily Kate Morgan, Georgia Brewer, Dallas Brewer, and Houston Brewer; his father in law and mother in law: Reuben and Stella Braddy; his brothers in law, sisters in law, and nieces and nephews. Frank was preceded in death by a son: William Daniel Fuller; and a daughter: Hannah Renee Fuller.
