There are only a few areas where the federal government can impose health mandates. The military was one. People entering the country was another, where Biden allowed illegal aliens to come in unvaccinated but those entering the country legally to show proof of vaccination. For most of us, we either lived in a free state like Florida or South Dakota or a Covid dictatorship like Michigan or New York. In some cases, counties told their state governments to get stuffed and refused to enforce state mandates. Many sheriffs in eastern NC, for example, did that.

In the United States, the national government had no authority to order lockdowns nationally, although Comrade Fauci recommended it. That was up to the states, and some governors like ours were lockdown nazis, even though many of our local sheriffs refused to enforce it. Other states like Florida and South Dakota refused to deprive their citizens of their liberties.

Actually, the real science all along on dealing with a pandemic was based on herd immunity. DUring the time that the WHO was led by an actual doctor, that was their standing plan to deal with a pandemic. That changed when China muscled in Ethiopia's foreign minister Tedros, who had no medical training, to run WHO and his team switched to China's lockdown strategy.
The first western country to take a stand on which strategy to use for Covid was the UK. Initially, Boris Johnson's government was listening to the country's and Europe's leading epidemiologist, Dr. Suneta Gupta of Oxford University, who recommended a herd immunity strategy. Then a second tier epidemiologist, Dr. Neil Ferguson of University College London released a wildly overblown fatality estimate for Covid to the media and declared that it would be much worse unless a strict lockdown were ordered. While Dr. Gupta pointed out lots of false assumptions in Ferguson's estimates, the media damage was done and paniced Johnston's government to take the lockdown approach. Ferguson was nicknamed "Professor Lockdown" by the media, but ultimately had to resign his government advisory role in disgrace when the London media caught him violating his own lockdown to visit his married mistress. The UK was the first western country to jump, and its position influenced both the US and much of Europe. The western world would have been a lot better off if Boris Johnson had stuck with the experienced epidemiologist, Dr. Suneta Gupta, instead of with the glory hunting second stringer Neil Ferguson. Sweden by sticking with herd immunity proved that Gupta was right and Ferguson was wrong. They also proved that the original WHO strategy was right and the one implemented by China-backed Tedros at WHO was wrong.

The problem is that the left has made public health political. For years, the WHO strategy in a pandemic was designed to follow the principles of herd immunity, NOT lockdowns and masks. Then campaigning by the Red Chinese installed the first non-physican to head WHO, and suddenly they switched to the totalitarian Chinese concept of lockdowns.
Public health authorities in Sweden stuck to their guns on using herd immunity instead of lockdowns, and had a much better result on fighting Covid than the countries that followed the Chinese strategy of the WHO. In the US, Florida junked the lockdown / mask approach early and had much better results than those who followed the Chinese strategy to the bitter end like Michigan. As the linked article above shows, the German public health authorities also understeed and informed the politicians that lockdowns do more harm than good and that there was no evidence that masks work, but the politicians would not listen to them and proceeded with the Chinese totalitarian approach. Places like Sweden and Florida did understand true pricinples of public health, unlike the Chinese puppets at WHO and those who followed them.
