Stacy Drakeford Named Interim Police and Fire Services Director For City of Washington | Eastern North Carolina Now

For Immediate Release

    City Manager Josh Kay announced the appointment of Stacy Drakeford as the Interim Police and Fire Services Director for the City of Washington. Drakeford will begin his position with Washington on Monday, April 2, 2012.

   Drakeford, a recent retiree from South Carolina, has over twenty-five years of experience in law enforcement and fire services. Most recently Drakeford served as the Director of Public Safety for the City of Clinton, South Carolina. Prior to his tenure in Clinton, he served for eighteen years with the South Carolina Law Enforcement Division working through the ranks to the post of Assistant Director. Drakeford holds a Bachelor of Science from Presbyterian College, a Master of Science in Criminal Justice and a Master of Public Administration from Troy University. Drakeford is a graduate from the Federal Bureau of Investigation National Academy, the Federal Emergency Management Institute Professional Development Program, and the Rural Executive Management Institute. He is also a graduate of the Fire and Rescue Management Institute at the University of North Carolina at Charlotte, holds the National Firefighter Level 2 designation, and has attended numerous National Fire Academy courses. "I am excited that Stacy is available and willing to serve as our Interim Police and Fire Services Director. His experience in managing both fire and police services will allow us to fully evaluate our transition to a Police and Fire Services Department" Kay stated.

    Responsible for directing all departmental activities that includes creating and implementing policies and procedures; assessing staffing needs, directing the day to day operations of police and fire personnel; developing and managing the departmental annual budget, making appropriate budgetary and staffing recommendations to the city manager and city council; monitoring crime trends and issues; directing community- based solving activities; developing community partnerships and assessing community needs.

    South Carolina Law Enforcement Division 1991- 2009

    Assistant Director, 2007-2009
    Managed and supervised 150 law enforcement and support personnel in the Special Operations Section (SWAT Team, Aviation, Arson/Bomb, Vice, Vehicle Crime, Headquarters, and Training Unit); analyzed fiscal impact of new legislation; participated in the agency's budget-writing process; developed projects and programs to assist in accomplishment of established goals of the Division; facilitated problem solving and conflict resolution between employees; monitored expenditures and ensured efficient utilization of personnel and resources.

    Inspector-Office of the Chief, 2004-2007
    Managed internal affairs investigations; evaluated citizen's complaints; oversaw Headquarters and Inspections operations for the Division; performed legislative liaison and public information duties; and participated in the development and implementation of policies.

    Managed and supervised 61 law enforcement and support personnel; to include narcotics, alcohol, gambling and technical surveillance investigations; coordinated statewide enforcement operations with various Police Departments, Sheriff's Departments, State Agencies and Federal Agencies; developed projects and programs to assist in accomplishment of established goals of the Division.

    Captain-Alcohol Enforcement, 1998- 2002
    Managed and supervised 42 law enforcement and support personnel; conducted performance evaluations; developed strategic plans; directed case preparation and management; developed and implemented a case-report writing protocol; developed a record keeping system; analyzed the fiscal impact involving new legislation; and testified before legislative subcommittees.

    Lieutenant- Alcohol Enforcement, 1996- 1998
    Managed and supervised 12 special agents; performed the task of Administrative Lieutenant; conducted employee performance evaluations; assisted employees in performance of duties; developed a standard protocol for the collection and destruction of evidence; SWAT Team Leader for hostage/crisis intervention team.

    Special Agent, 1991- 1996
    Coordinated undercover assignments throughout South Carolina; assisted in State Grand Jury and Organized Crime Drug Enforcement Task Force cases; field training agent for new agents; responsible for drafting/writing reports of investigations; interviewed/interrogated suspects, victims, and witnesses; supervised informants and confidential sources.
