Status Report For US 17 Corridor, April 2012 | Eastern North Carolina Now

   Good afternoon: I met last week with the US 17 Committee of the Board of Transportation. All five of our board members who reside in the US 17 corridor divisions attended: hairman Mike Alford (Division 3); Matt Wood (Division 1); Hugh Overholt (Division 2); Leigh McNairy (At-Large for Airports and Sea Ports); and Tripp Sloane (At-Large for Rural Transportation). As usual it was a productive and insightful meeting. We continue to make great progress on some of our projects and encounter issues with others. Construction continues in New Hanover and Brunswick on the Wilmington Bypass, in Jacksonville on two projects associated with the Jacksonville Bypass, in Craven County on work to improve mobility through Bridgeton, and in Beaufort County on the final segment of the Washington Bypass.

    Please see the attached document listing activities for all ten of our US 17 projects listed on the State Transportation Improvement Program (STIP). I have also attached for your information an updated project cost matrix, as some of the figures have changed with the most recent publication of the 2012 draft STIP. The matirx will indicate for you the total cost of each project, how much has already been spent, how much is committed in each year through the end of the decade and how much is still "unfunded" or programmed in the years beyond the STIP. The final matrix rolls up all the projects into a total cost for the corridor. It shows that our bottom line need exceeds $600 million in "unfunded" dollars to complete all of our projects.

    Action items Accomplished January - March:

    • Study conducted in response to a citizen request to consider a change to the study corridor for Alternative E-H. Based on the study, it appears the suggested corridor

    shift would have more impacts to wetlands and might affect red-cockaded woodpecker foraging habitat.
    • Response submitted to EPA concerns regarding the project. EPA provided additional comments on responses. Currently working to address EPA concerns.
    • Work is continuing on options for providing access at the north end of the bypass that would safely accommodate traffic and minimize impacts top red-cockaded woodpecker

    foraging habitat. This is in response to citizen comments from October 2011 hearings.
    • Biological assessment for endangered species impacts will be prepared prior to completion of the US Army Corps of Engineers (USACE) Record of Decision for the 404 permit.


    Action items for April - June:

    • Options for northern access developed by value engineering study will be examined in more detail.
    • Additional EPA comments will be addressed and a second meeting held to discuss selection of LEDPA (concurrence point 3) will be held in May 2012.
