 Raleigh, N.C.     Governor Pat McCrory signed the following bills into law today.

  • S.B. 472 Local Incentives for Historic Rehabilitation — A bill to authorize cities and counties to make grants or loans for the rehabilitation of historic structures. The bill also clarifies the law authorizing cities and counties to make appropriations for economic development purposes, including requiring all appropriations have public hearings, comply with the Local Government Budget and Fiscal Control Act, and be reported in the annual financial report.
  • H.B. 679 UNC Self-Liquidating Projects — A bill to authorize the financing and construction of four capital improvement projects requested by the Board of Governors of the University of North Carolina. These projects will be financed with funds available to the institutions from gifts, grants, receipts, self-liquidating indebtedness, or other funds made available to the institutions. The bill authorizes financing for a new residence hall at Appalachian State University, renovation of four residence halls at East Carolina University, deferred maintenance and infrastructure improvement at North Carolina Central University and the engineering building oval and campus infrastructure at North Carolina State University.
  • H.B. 924 Highway Safety/Other Changes — A bill to make clarifications requested by the Department of Public Safety including: when a law enforcement officer is required to request a blood sample, the law governing prohibited use of red and blue lights, the subpoena authority of the Director of the SBI and to repeal certain mandatory reporting regarding pseudoephedrine products that are now duplicative.
  • H.B. 647 Epi Pens in All Child-Serving Businesses — A bill to allow any entity at which allergens capable of causing anaphylaxis may be present to maintain a supply of epinephrine auto-injectors. The bill allows a healthcare provider to prescribe and for pharmacists to dispense epinephrine auto-injectors to the authorized entities. The bill also requires training for staff at each entity.
  • S.B. 694 Reegan's Rule/Enforce Pharmacy Benefit Management — A bill to encourage parent education during well child visits at specific age intervals regarding Type I Diabetes and to amend the law pertaining to Pharmacy Benefit Managers.
  • S.B. 279 Amend Qualifications/Practice of Counseling — A bill amending the professional counselors act to modify educational qualifications for the practice of counseling, to require local boards of education to address sex trafficking prevention and awareness.
  • S.B. 519 Amend Child Custody Laws — A bill to promote the encouragement of parenting time with children by both parents and require the court in a child custody proceeding to consider certain factors and make specific findings of fact relating to those factors.
