    The Washington City Council heard a presentation and public comments on a proposed "people's pier" extending 70 feet beyond the bulkhead at the foot of Market Street. The council then voted 4-1 to apply for state funds to build the project. You can read about the proposal by clicking here to download the agenda material. The pier proposal begins on page 30.
