Press Release:

Raleigh, NC     Governor Pat McCrory enhanced the personal safety of North Carolina's first responders by signing legislation that prevents the disclosure of information that could lead to the identification of home addresses. The new law also prohibits the disclosure of government-issued cell phone numbers.

"We must give first responders and their families every protection we can from possible retaliation or malicious interference in the performance of their duties," Governor McCrory said. "This bill will provide them with the additional privacy and security they need to enjoy their personal lives."

For law enforcement officers, S699 prevents the disclosure of emergency contact information and information that might identify their residence. The new law also shields the government issued mobile telephone numbers of law enforcement officers, fire department employees and other emergency workers.

The governor has also signed into law:

  • S581 — It allows certain subdivisions to install traffic calming devices by lowering the percentage of property owners needed to approve a device from 70 percent to 60 percent. The bill would also direct the Department of Transportation to study the process and requirements for the Department to accept subdivision streets into the State highway system for maintenance.
  • S199 — It alleviates a cumbersome process for how Clerks of Court invest sums of money for minors, incapacitated adults and also surplus sales from foreclosures. This legislation raises the limit for creating private accounts from $2,000 to $10,000, which has not been updated since 1971.
  • H308 — It amends medical support and health insurance coverage laws relating to child support. This aligns state law and federal guidelines and modifies the Long-Term Care Ombudsman Program to conform with federal requirements.
  • H184 — It permits the Office of Archives and History to use the net proceeds of sales of artifacts for the maintenance or conservation of other artifacts. It also clarifies the circumstances and procedures under which a public or private museum or archives repository may acquire title to loaned property, and to cause all restrictions on access to public records to expire 100 years after creation of the record, with specified exceptions. It clarifies that all photographs, video recordings, or other documentary materials of a derelict vessel or shipwreck or its contents in the custody of any agency of North Carolina government or its subdivisions are a public record.
  • H512 — It allows time extensions of implementation of back-up Public-Safety Answering Point (PSAP) requirements, to define uniform standards for back-up PSAPs, and to develop a master purchasing list for 911 System eligible expenses.
  • S429 — This law makes technical and conforming changes to various provisions in Chapter 95 of the General Statutes (Department of Labor and Labor Regulations).
  • H13 — It requires each child presented for admission into the public schools for the first time to submit proof of a health assessment. It requires that absences due to the failure to present the health assessment transmittal form not result in suspensions and allows students to make up work missed.
  • H168 — This law exempts from property tax the increase in value of real property held for sale by a builder, to the extent the increase is attributable to subdivision or improvements by the builder.
  • S448 — This law equalizes the taxation of liquefied propane gas when used as a motor fuel.
