Two Years and No History and Civics Curriculum in Beaufort County Schools?

As reported by Dr. Norris Parker, Chief Academic Officer, during the February 2025 school board meeting, the teachers and students do not have a social studies and civics curriculum in Beaufort County, NC schools.
He was then asked for an update from the Curriculum Committee as required by the recently updated Policy Code 3100 - Curriculum Development. He reported the curriculum committee was working on selecting a science curriculum but had nothing to report at this time. When pressed by board members as to why the curriculum committee could not work on two curriculums at the same time, he said that was not possible as curriculum selection required two to three years to select and implement a new curriculum.
There was an attempt made in 2023 to purchase a canned social studies curriculum, but parents and citizens objected to the Critical Race Theory and Diversity, Equity, and Inclusion principles embedded in the course work. Seeing this objection, Superintendent Dr. Matthew Cheeseman pulled the SAVVAS curriculum from consideration by the school board. President Trump, by executive order, has ordered all Critical Race Theory and Diversity, Equity. and Inclusion principles be eliminated from all public schools funded by the federal agencies. Efforts are currently underway to eliminate and shut down the federal Department of Education.
So, as Dr. Parker responded, it is not possible to review two curriculums concurrently. The review committees reviewing science and civics should be composed of different teaching disciplines. Why is it that five-six science teachers and five-six civics teachers cannot review two curriculums at the same time?
If the BCS are working on a science curriculum, why can’t they issue a progress report to the board as required by the school board policy 3100?
Recently, some board members have been researching the Hillsdale College History and Civics curriculum. When this was mentioned during a school board meeting, there was immediate push back from entrenched board members reporting that Hillsdale is not approved by the North Carolina Department of Public Instruction. Well, so what? The NC DPI is not responsible or accountable for curriculum development and selection. They are responsible for setting standards for retention, promotion, and graduation. They do have recommended curriculums and suppliers of those curriculums, but they cannot force any public school in North Carolina to purchase and utilize them. See NCGS 115C-98. This is the verbatim language from this statute.
§ 115C‑98. Local boards of education to provide for local operation of the textbook program, the selection and procurement of other instructional materials, and the use of nonadopted (sic) textbooks.
(a) Local boards of education shall adopt rules not inconsistent with the policies of the State Board of Education concerning the local operation of the textbook program.
(b) Local boards of education shall adopt written policies concerning the procedures to be followed in their local school administrative units for the selection and procurement of supplementary textbooks, library books, periodicals, audiovisual materials, and other supplementary instructional materials needed for instructional purposes in the public schools of their units.
Local boards of education shall have sole authority to select and procure supplementary instructional materials, whether or not the materials contain commercial advertising, to determine if the materials are related to and within the limits of the prescribed curriculum, and to determine when the materials may be presented to students during the school day.
Supplementary materials and contracts for supplementary materials are not subject to approval by the State Board of Education.
This statue is plainly written. Local school boards in North Carolina can choose any curriculum and supplemental material that meets the NC DPI standards for instruction that promotes the advancements of students to higher grades and graduation in public, charter, or private schools.
Why the objections? Primarily it’s because Hillsdale College is a school heavily influenced by Christian values, principles, and the US Constitution. The fact that Hillsdale is not supported by any government taxes and is not controlled by federal, state, or local governments, it must be bad if not under government guidance and censorship. The Hillsdale College curriculums are free of costs to any school system that chooses to utilize the courses. Anyone interested can download the History and Civics curriculum from their website. Some textbooks have to be purchased, but the cost of textbooks is nowhere near the costs of $300,000 to $450,000 for curriculums supplied by other suppliers of canned courses.
There are choices available to local school boards. Elected school boards just need to have the courage to utilize them. Here are two that should be considered for adoption.

Students must understand the hardships the founders of the United States endured to bring forth this great and free nation and why the United States and its three equal branches of government stands apart from the dictatorial governments in other nations. Students must be taught that they are the government as denoted in the first words of the US Constitution, ‘We the People of the United States…’
Local school boards in NC have too long been led to believe that the NC DPI controls curricula. It is time to destroy this belief. All that is required is a majority vote of the local school board to adopt a new direction. The young people in this country attending public schools deserve no less.

Always double check anything Dr. Parker tells you. He is not known for accuracy. In the last debate over the social studies curriculum, Parker told the School Board that the Savvas curriculum was the only one approved by DPI. That was not true, as at least six others were on DPI's list On the math curriculum debate, he told the school board that the Bridges curriculum was "not Common Core" when its own website said it was. He had to reverse himself after this was pointed out. One wonders if Parker is just that out of touch or if he is giving answers fed to him by his superior. Either way, I would not trust anything that comes out of his mouth.

Daniel Hudson cmapaigned as a conservative. Has he fallen in with the Undocumented Democrats led by Cheeseman? I hope not. He seemed smarter than that.

You can be sure that they are teaching something in those classes. The question is what?
The fundamental issue is who has the final say in what curriculum is chosen. The education establishment says it is DPI. State law says it is the local school board and that DPI has no control and no veto over what the local school board decides. Superintendants always side with the education esbablishment becuase their career path is to move on to a bigger and better paying district and they think anything conservative in their record will be harmful to such career moves. The legal staff at the NC General Assembly told Rep. Kidwell that the local school board had the absolute power to choose whatever curriculum they judged best and that DPI had no control and no veto over their decision. That legal opinion came about when Kidwell introduced a bill to allow the Beaufort County Board of Education to use the Hillsdale curriculum if they chose. The legislature's legal staff advised Kidwell that his bill was unnecessary because local school boards already had that authority under existing state law. The state education establishment tries to cobble together some other statutes to claim otherwise, but their argument is a real stretch and totally bogus. The lawyers at the General Assembly are correct on this issue. DPI is like any bureaucracy, always grasping for power. Local school boards need a local attorney who will stand up for their interests and their rights. Unfortunately, in Beaufort County, the superintendant conned the School Board into hiring an out of town school board attorney who has his tenacles deep into the state education establsihment, and who thus will sing their tune instead of looking our for local perogatives. This is the same out of town attorney who was MIA when the superintendant badly bungled so much of the process on his new elementary school. He is good for looking out for the positions of the sate education establishment, but less so for the interests of the local school board. DPI is controlled totally by the left. Their bureaucracy has always tilted that way. The state school board, appointed mostly by Cooper is hard left, and the new superintendant of DPI has been a kingpin in the far left political / ideological network in N, leading one of their major funding organizations for the leftC. Their positions on anything should always be taken with a grain of salt. |

I spoke out against the SAVVAS curriculum at the School Board meeting on February 21, 2023. As mentioned in the article, we still don’t have an approved social studies curriculum in Beaufort County after more than two years! Teachers are creating their own lesson plans, utilizing information they find on the internet and other sources but without an approved curriculum to use as a benchmark. The decision was made to table the adoption of the SAVVAS curriculum for a later date. This most likely happened because the Superintendent got egg on his face for trying to push through a “woke” curriculum with a weak school board and received more public outcry than was anticipated. They probably hoped to push it through at a later date when the public wasn’t watching but eventually decided to give up completely in order to pursue finding a science curriculum.
This whole fiasco is just another example of why DOGE is needed in the public education bureaucracy. Administrative staff (bureaucracy) at the county, state and federal levels has grown by 88% since 2000. In the same period, student and teacher levels have only grown by 8%. That means bureaucracy in education has grown at an excessively higher rate than the folks doing the actual educating in classrooms and students being taught. We have also seen a continuing decline in school and student performance scores during the same time. That tells me that the bureaucracy is broken and needs much necessary reform. The issues with our county curriculum selection process are a perfect case study as the article explains. If Dr. Parker and the BCS staff are incapable of choosing more than one curriculum at a time, what are they actually doing? The bureaucrats at the county level and the superintendent are incompetent at best and, at worst, don’t actually care about the education our children receive. It is way past time for them to do their job. It is also way past time for the weak, incompetent School Board to hold the superintendent accountable! |

History and Civics: These two subjects are some of the most important information to prepare young minds, who will need to shield their conscious awareness from the indoctrination of PHDs from the collegiate power of higher learning, many of which are failing in their mandate to educate.

It seems to me that if the BCS upper staff can't get their rainbow flag decorated social studies curriculum they will just take their marbles and quit. The entrenched board members so opposed to looking at a Hillsdale History and Civics curriculum seem to be dedicated to following the dictates of outside the county governmental departments rather than fulfilling their own board responsibilities. I noticed on the tape that they are willing to pay top dollar for the canned corporate curriculums while complaining about the cost of something like Hillsdale, which is the best deal I know of. That ridiculous argument underlines how devoted some of the board members are to the status quo. The status quo is nothing to brag about unless the goal is promoting anti-American, heavily Marxist globalist attitudes.

Government and its bureaucracy are not perfect, and never has been in this self-governed society, here at the local level, at our state level, and at our federal level, therefore, it is incumbent upon all elected politicians to seek a comfortable level of representation for our constituents.
