Governor McCrory Announces Appointments | Eastern North Carolina Now

    Raleigh, N.C. - The Office of Governor Pat McCrory announced the following appointments today:

• J. David Ballard (Orange County) - Ballard is the president of The Ballard Agency, Inc., an insurance firm located in Hillsborough.
• Dr. F. Bartow Culp (Orange County) - Dr. Culp is a former Professor Emeritus at Purdue University where he taught for over 15 years.
• Frances M. McCullough (Orange County) - McCullough is an editor and writer. She discovered authors such as Pulitzer Prize-winner N. Scott Momaday, National Book Award-winner Robert Bly and others such as Richard Ford and Sylvia Plath.

    The commission preserves and restores the Town of Hillsborough as a living, functioning, educational, and historical exhibit of North Carolina's early life and times. It acquires, disposes of, repairs, restores and improves historical properties, prepares a history of the town and writes, compiles, publishes or sponsors historical work that pertain to the town.

• Desiree Montgomery (Richmond County) - Montgomery works for UNC Healthcare as a Career Registrar in Chapel Hill. She is responsible for the daily workload to ensure that cases are completed in a timely manner and reported to the N.C. Central Cancer Registry. She also corresponds with other hospitals and health facilities to collect and accurately report information concerning cancer patients. Montgomery has attended numerous cancer conferences and clinics to maintain a high level of efficiency in the field and is an active member in National Cancer Registrar Association (NCRA). She has a Master of Public Health degree from the University of New England in Portland, Maine.

    The committee recommends to the Secretary of the N.C. Department of Health and Human Services a plan for the statewide implementation of an inter-agency comprehensive coordinated cancer control program and identifies and examines the limitations and problems associated with existing laws, regulations, programs and services related to cancer control. The committee also examines financing and access to cancer control services for North Carolina citizens.

• Bruce Le (Mecklenburg County) - Le is the Senior Regional Business Manager and licensed hearing aid dispenser for Starkey Hearing Technologies. He has been working in the hearing aid field since 2000. Le has an MBA from Queens University and Masters of Accountancy from UNC-Charlotte.
• Frances Campbell (Alexander County) - Campbell is a retired school teacher residing in Alexander County. She is still active in her community through volunteering with several local organizations.

    The board works to protect the hearing impaired citizens of N.C. by implementing a pre-qualification examination for registered apprentices.

• G. Richard Garrett (Pender County) - Garrett is vice president of CATLIN Engineers and Scientists, a company providing environmental, civil and geotechnical engineering services throughout the Southeast.

    The board establishes and approves standards for licensing and renewal of licenses of geologists, including but not limited to, the power to adopt or use examination materials and accreditation standards of any duly professionally recognized accrediting agency.

• Rudolph Morton (Wake County) - Morton is President/CEO of Kreative Koncepts. The business has been in existence since May 1985. Kreative Koncepts Inc. is a S-Corporation, HUB certified and minority owned business. It has a long history of providing commercial janitorial services to governmental agencies, churches, banks and credit unions, universities and office buildings.

    The purpose of the board is to develop, impose and enforce rules and regulations setting out standards which must be met by individuals in order to receive and hold a license as a nursing home administrator.

• Dr. Warren McDonald (Cumberland County) - Dr. McDonald is a professor and Chair of the Department of Health Administration for Methodist University. He is also Chief Executive Officer of McDonald and Associates, LLC, an independent consulting firm assisting health care organizations and practitioners. He previously worked as an optician for approximately 25 years. He received his Ph.D. from Touro University International.
• Jane Weathers (Wake County) - Weathers retired from the N.C. Bar Association in June 2013 after 28 years as Director of Section and Division Activities to 30 sections. Before entering the legal profession, she was a teacher in the Wake County School system.

    The commission hears and resolves disciplinary complaints against attorneys in North Carolina and enters orders of discipline in appropriate cases.

• Damian Walker (Orange County) - Walker is a current student at UNC-Chapel Hill. He works part-time at the admission office as an evaluation assistant. Walker received the UNC Club Cricket Rookie of the Year award. He is also a member of the National Honors Society and a student ambassador for the Echo Foundation and General Nation. Walker will graduate in May 2018 from UNC-Chapel Hill with a Bachelors of Arts degree in political science and economics.
• Dr. Tashni-Ann Dubroy (Wake County) - Dr. Dubroy is the Shaw University's 17th President. A Shaw graduate, she is the third alumnus, third female and the second youngest person to serve as Shaw's president. She is a Jamaica native who moved to the U.S. in to study Chemistry at N.C. State University. In 2007, she began her employment at BASFCatalysts, LLC as a research and development chemist.
• Dr. Manuel Dudley (Guilford County) - Dr. Dudley is Dean of Guilford Technical Community College. Dudley comes with 20 years of experience in higher education that includes student services/recruiting, teaching, curriculum department and division leadership and management. He also has experience overseeing a 6000+/125 employee community college campus of the third largest community college in the North Carolina Community College System as the Campus Dean.
• Colby Kirkpatrick (Nash County) - Kirkpatrick is a graduate of Rocky Mount Academy with a 5.02 GPA and is a freshman at UNC-Chapel Hill. He served as the President of the Student Government Association from 9th to 12th grade, coached middle school Mathcounts Team and was the chairman of the STARS Tutoring program. He was inducted into the National Honor Society in the tenth grade.
• Mary Beth Pruitt (Pitt County) - Pruitt is a Recruitment Program Specialist at East Carolina University. She has worked in that role since March 2012 and is currently working towards her Masters in Counselor Education at ECU. This is a reappointment.
• Neal Inman (Wake County) - Inman has been the Associate General Counsel in the Office of Governor McCrory since September 2015. Originally from Wilmington, he received his law degree from the University of North Carolina School of Law in 2015 and graduated from Campbell University with a degree in history in 2012. Prior to graduating law school, Inman worked as an intern for the Office of the Governor and in the North Carolina House of Representatives.
• E. Anne York (Wake County) - York is an Associate Professor for the School of Business at Meredith College. York's areas of expertise are gender equality in the workplace and household scholarship of online and multimedia teaching. Prior to her joining Meredith, she taught principles of economics and business statistics at Elon University. Her publications has been featured on CNNOpinion.com. She holds a Ph.D. from North Carolina State University and a Master of Science from UNC-Charlotte.
• Joe Wysocki (Gaston County) - Wysocki is an Assistant Professor of Government and Political Philosophy at Belmont Abbey College. His primary teaching field is American Politics/Constitutional Law and Political Philosophy.
• Dr. Mark Hammond (Wake County) - Dr. Hammond is Vice President for Academic Affairs and University Provost at Campbell University. He received a Bachelor of Arts degree with a double major in biology and general science from Hiram College in 1985, and graduated cum laude with honors. He went on to earn a doctorate in biology from the University of South Carolina in 1990, specializing in molecular genetics and biochemistry. In 1992, Hammond joined the Campbell faculty as an assistant professor. Hammond was made an associate professor and chair of the Department of Biological Sciences in 1996. He was named dean of the College of Arts & Sciences in 2001.

    The council oversees the state government internship program.

• Angela D. Christian (Carteret County) - Christian is the Town Manager for the town of Newport. She received her MPA from the University of Tennessee.
• Samuel K. Call (Wilkes County) - Call is the Utilities Director for the town on Wilkesboro. He has 29 years of experience in the water industry and is very active in public service around Wilkesboro and with the N.C. League of Municipalities.

    The board works to protect public health and conserve and protect the water resources of the state. The board protects the public investment in water treatment facilities, provides for the classifying of public water treatment facilities and requires the examination of water treatment facility operators and the certification of their competency to supervise the operation of water treatment facilities.

• Jeff L. Mixon (Wake County) - Mixon is the Executive Director for the N.C. Commission on Volunteerism & Community Service in the Office of the Governor. He also served in the United States Navy for nine years.
• Robert S. Cooley, Jr. (New Hanover County) - Cooley has been appointed chair. Cooley is the owner of Apple Annie's Bake Shop in Wilmington and a former Colonel in the United States Army. He previously worked as a manager at Deloitte Consulting and as director of new ventures at Phillips Medical Systems.
• W. Beck Smith (New Hanover County) - Smith has been appointed vice-chair. Smith is a group and individual benefit consultant at GriffinEstep Benefit Group, Inc. in Wilmington. He previously worked as a producer at Consolidated Insured Benefits, Inc.

    The Battleship Commission adopts rules and regulations for proper maintenance and operation of the ship as permanent memorial and exhibit. Members work with the Department of Natural and Cultural Resources to manage and maintain exhibits, activities and records pertaining to marine and naval history of North Carolina and the United States.
