    Raleigh, NC     Governor Pat McCrory signed 33 bills today, including:

   •  SB 473 Health Cost Transparency and Speaker and PPT Standing (Sens. Rucho and Brown) - SB 473 provides patient protections against billing for medical expenses for procedures to which the patient has not consented. The bill also states that the Speaker and President Pro Tempore, acting together on behalf of the General Assembly, have standing to intervene in any judicial proceeding challenging a North Carolina statute or provision of the constitution.

    "I encourage the General Assembly not to use this law unless it is absolutely necessary. There should be mutual understanding and cooperation among the General Assembly, the Attorney General and the Governor," said Governor Pat McCrory.

   •  HB 476 Rewrite Underground Damage Prevention Act (Reps. Hager, Moffitt and Murry) - HB 476 replaces the existing underground damage prevention act and reorganizes a centralized notification center to help utilities and excavators coordinate the location of underground infrastructure. The bill requires excavators to notify the center prior to beginning a project and sets a process for architects and engineers to locate infrastructure when designing projects.

   •  HB 857 Public Contracts/ Construction Methods/DB/P3 (Reps. Arp, Bryan, Moffitt and Hager) - HB 857 authorizes state and local government agencies to pursue design build and public private partnership construction contracts. It also establishes a minimum criteria for selecting these projects.

    The governor also signed: HB 14, HB 15, HB74, HB 92, HB 122, HB 135, HB 293, HB 321, HB 359, HB 417, HB 552, HB 565, HB 652, HB 692, HB 727, SB 71, SB 151, SB 182, SB 315, SB 321, SB 341, SB 368, SB 409, SB 420, SB 470, SB 480, SB 515, SB 547, SB 553 and SB 558.

    Governor McCrory will allow House Bill 522 to become law without his signature. The governor believes the bill is unnecessary.
