    The report, which is prepared each year by the Center for the Study of Economic Liberty at Arizona State University,

    provides objective measures of the scale and scope of business regulations in 130 cities across 92 states, provinces, and federal districts of the U.S., Canada, and Mexico. It uses 111 data indicators spread over six categories to score and rank cities in regard to how easy it is to set up, operate, and shut down a business.

    Here are the top 10 cities:


    Greensboro and Charlotte also did well, coming in at 35th and 38th respectively.

    It's worth noting, however, that these rankings are for small and medium-sized businesses. The things that make doing business easy for large corporatations are probably quite different, and the cities that provide those things are probably different too. Sadly, for quite some time now, it's the large corporations that have been doing well while small and medium-sized businesses have struggled. It's also worth noting that the bottom of the table is made up almost entirely of Mexican cities.
