Texas Governor Greg Abbott has issued a declaration of invasion on the southern border, citing both the US and Texas Constitution.  Under the US Constitution, border security is a federal issue except when the federal government fails to protect states from an invasion, and in those instances states can exercise border control powers.  Gov.  Abbott has authorized the Texas National Guard and other agencies to arrest illegal aliens and return them to the border.
